Full employment used to be an explicit goal of economic policy in most of the industrialized world. Some countries even achieved it. In Back to Full Employment, economist Robert Pollin argues that the United States—today faced with its highest level of unemployment since the Great Depression—should put full employment back on the agenda. There are good reasons to seek full employment, Pollin writes. Full employment will help individuals, families, and the economy as a whole, while promoting equality and social stability. Equally important, creating a full-employment economy can be joined effectively with two other fundamental policy aims: ending our dependence on fossil fuels and creating an economy powered by clean energy. Explaining views on full employment in macroeconomic theory from Marx to Keynes to Friedman, Pollin argues that the policy was abandoned in the United States in the 1970s for the wrong reasons, and he shows how it can be achieved today despite the serious challenges of inflation and globalization. Pollin believes the biggest obstacle to creating a full-employment economy is politics. Putting an end to the prevailing neoliberal opposition to full employment will require nothing less than an epoch-defining reallocation of political power away from the interests of big business and Wall Street and toward the middle class, working people, and the poor, while mounting a strong defense of the environment. In the end, achieving full employment will be a matter of political will: Can the United States make having a decent job a fundamental right?

Both authors emphasize the need to revive the public's political engagement and revise economic theory to restore to society the humane perspective that inspired the welfare state. They contend that if people will abandon outworn habits of thought, consider alternatives, and renew their political engagement, they may find useful employment for all who are able and willing to work and end the fear of destitution. Although scientists' philosophical backgrounds seldom influence their answers, they do determine their questions, and the final outcome can depend on this. Neoclassical economists are ill equipped to ask questions about the long-term dynamic processes of our complex economic reality. They leave out of their models variables not easily quantified and prefer mathematical precision to the study of the intricacy of life. Paul Samuelson, Robert Solow, and others have tried to overcome this by grouping self-adjusting elements into "proxy" variables, thus synthesizing neoclassical and Keynesian ideas. But most of today's critics of the ruling dogma go largely unheard. This volume is intended to convince professional economists who study the economic system as a whole to reexamine some of the assumptions behind reigning economic theories. A second objective is to explain to the general public why currently fashionable policies cannot solve massive long-term unemployment. Finally, it shows that if political engagement is revived, we may escape the economic morass and moral wasteland into which, the fashionable policies have been leading us since the 1970s. This book will appeal to economists, politicians, sociologists, and a wider public concerned about today's economic malaise. Y.S. Brenner was until his retirement in 1996 professor of economics at Utrecht University in the Netherlands. He is chairman of the International Center for Social Economics, and editor of the Journal of Income Distribution. Among his major works are Theories of Economic Development and Growth, A Short History of Economic Progress, and The Rise and Fall of Capitalism. N. Brenner-Golomb taught statistics at various universities until she turned to philosophy. She has published on R.A. Fisher's philosophical approach to inductive inference; on the devaluation of the concept of truth; and a comparison of Wittgenstein's idea of language games with the behaviorist interpretation of verbal behavior.

Book excerpt: The world economy has undergone a fundamental transformation in recent decades and theoretical structures inherited from the 1930s through the 1950s, while retaining large elements of truth, are inadequate to deal with current problems. Benjamin Higgins feels that for a society such as the United States a fiscal policy needs to be adopted that can deal simultaneously with existing unemployment and inflation. He suggests three possible governmental policies: stimulating a high rate of long-run growth, by use of reward innovations and by maintaining the highest possible level of scientific and technical activity; isolating regions that are generators of inflation and others that are pools for unemployment; and establishing a system of direct controls similar to those used in wartime. Higgins describes the transformation of the cogent prewar business cycle, with its alternations of inflation or unemployment, then a transitional period of underemployment equilibrium and secular stagnation, and finally, the strange new world of today, one with economic fluctuations in the form of shifting trade-off curves and loops. He then applies his new paradigm to current problems, showing why they cannot be managed through macroeconomic monetary and fiscal policy. Higgins offers case studies of efforts to fight inflation and unemployment, and to reduce regional gaps, to show their strengths and weaknesses. It can be said that unemployment always results from too many people chasing too few jobs, and inflation is always caused by too much money chasing too few goods and services. Beyond such banal generalizations, Higgins maintains there is no single cause for either unemployment or inflation, and thus no single cure can be prescribed for either, let alone for both at once. Nor is it to be expected that the appropriate cure will prove to be the same in all countries at all times. He suggests that an optimal blend of monetary and fiscal policy that will produce the "minimum discomfort" is a good start. Employment Without Inflation will be of direct policy interest to economists, sociologists, and national planners.

Book excerpt: The impact of globalization of the world economy on employment throughout the world was examined by determining the causes and effects of the reduction in economic growth that has occurred in most developed and developing countries since 1973. The following were among the factors considered: international inequality; new technologies; effects of globalization on labor demand and labor standards; and policy responses to globalization (trade and industrialization; foreign direct investment, adjustment measures, labor market regulation). The effects of reduced economic growth on a given country's employment patterns/levels were found to depend on that country's way of responding to inadequate growth. The view that labor market rigidity is the main cause of poor employment performance was refuted. It was concluded that, although globalization generates real employment problems (unemployment, declining relative wages, and reduced job prospects), its potential benefits far outweigh its costs. The optimal strategy for encouraging economic development in a global economy was said to be to reap the considerable gains of continued globalization in terms of higher output and efficiency while developing appropriate national and international policies to deal with the social problems engendered by globalization. John Pierson's Economic Performance Insurance (EPI) plan is the fruit of his lifelong campaign to tackle the New Deal's unsolved problem - involuntary unemployment. EPI avoids the pitfall of relying too heavily on government as the employer of last resort by guaranteeing a continuously adequate market for the products of private enterprise. The budget costs that may be incurred from insuring such a guarantee would be offset by the budget savings resulting from the drastic reduction in the burdensome social costs of welfare, drugs, and crime, which are directly linked to the problem of unemployment. Pierson cogently argues that EPI, or some similar plan, is not only desirable but necessary in the coming century. Eliminating unemployment is the key to tackling a host of other pressing issues, such as welfare reform, poverty, job discrimination, disarmament, and balancing our aid-and-trade relationship with Third World countries. EPI is not a utopian scheme but an eminently practical solution which, with political leadership and vision, could be enacted almost immediately.
