The frequency of recorded natural disasters rose markedly during the last century, from about 100 per in the years up to 1940 to nearly 2800 during the 1990s. Africa is the only continent whose share of reported disasters has increased over the past decade. Several factors contribute to Africa’s high vulnerability to disasters. These include the high rate of population growth, food insecurity, high levels of poverty, inappropriate use of natural resources, and failures of policy and institutional frameworks. Despite the huge negative impact of natural and human-induced hazards on Africa’s development, little is done to prevent them. Disaster prevention contributes to lasting improvement in safety and sustainable livelihoods and is essential as part of integrated disaster management strategies. The provision of effective scientific input to policy formulation on various issues related to hazards and disasters is an ambitious undertaking. It requires the collaborative effort of the African scientific community to develop comprehensive long-term strategies and human capacity-building initiatives that will enable science to benefit society. This will further require: a) Building strong research and training institutions in Africa at national and regional levels; b) Facilitating the exchange of scientific information and sharing of ideas across borders; c) Strengthening the link between scientific research and policy making; d) Promoting outreach activities to build resilience to disaster risk; and e) Tapping the knowledge base of rural and urban communities. In this volume, the ICSU ROA has brought together selected African scientific researchers to share their views on policy direction for facing challenges linked to natural and human-induced hazards. The book is intended for policy advisers, environmental scientists, government officials and members of the general public with a special interest in environmental issues.

Book excerpt: Southern African institutions involved in disaster management face two major new threats: the HIV/AIDS pandemic (eroding organizational capacity and increasing vulnerability of the population), and climate change (higher risk of extreme events and disasters). Analyzing the combined effects of these two threats on six disaster-related institutions in Malawi, the authors find evidence of a growing gap between demand for their services and capacity to satisfy that demand. HIV/AIDS leads to staff attrition, high vacancy rates, absenteeism, increased workload and other negative effects enhanced by human resources policies and financial limitations. Many necessary tasks cannot be carried out adequately with constraints such as the 42 percent vacancy rate in the Department of Poverty and Disaster Management Affairs, or the reduction of rainfall stations operated by the Meteorological Service from over 800 in 1988 to just 135 in 2006. The authors highlight implications of declining organizational capacity for climate change adaptation, and formulate recommendations.

Book excerpt: Postcolonial Disaster studies literary fiction about crises of epic proportions in contemporary South Asia and Southern Africa: the oceanic disaster in Sri Lanka, the economic disaster in Zimbabwe, the medical disaster in South Africa and Botswana, and the geopolitical disaster in India and Pakistan. Pallavi Rastogi argues that postcolonial fiction about catastrophe is underpinned by a Disaster Unconscious, a buried but mobile agenda that forces disastrous events to narrate themselves. She writes that in disaster fiction, a literary Story and its real-life Event are in constant dialectic tension. In recent disasters, Story and Event are tied together as the urgency to circulate information and rebuild in the aftermath of the disaster dictates the flow of the narrative. As the Story acquires temporal distance from the Event, such as the seventy-three years since the partition of India in 1947, it plays more with form and theme, to expand beyond a tale about an all-consuming tragedy. Story and Event are in a constant dance with each other, and the Disaster Unconscious plays the tune to which they move. Rastogi creates a narratology for postcolonial disaster fiction and brings concepts from Disaster Studies into the realm of literary analysis.
