Book excerpt: With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. None were less prepared for independence than the five republics of Central Asia. The region, so dependent upon Soviet largesse that its rich cultural history was nearly smothered, had been the object of imperial competition for centuries - Soviet domination being merely the latest. This book incorporates research papers and discussions originally presented at a conference of leading scholars from the United States, Russia, Europe, and the Middle East who gathered to examine the regions political, economic, social, and security evolution since 1989. As the papers illustrate, the Wests image of Central Asia as a homogeneous belt of Islamic countries with uniform views of the regions future orientation is false. The papers also illustrate that hyperbolic prognoses of an "Islamic implosion" threatening to embroil the region in violent insurrections, possibly spreading throughout the former Soviet Union and the Middle East, are false as well. They have simply not materialized. Islam, in fact, has yet to emerge as a potent political force in Central Asia. This region is now lifting itself from economic obscurity and political isolation. Although distinct national identities are only in formative stages today, each of the five Central Asian states is likely to move in an individual direction, motivated by distinct national interests. The key issue is the extent of Russias influence in Central Asia and its long-term implications for the regions security. After Empire makes an important contribution to the better understanding of this very complex, indeed mysterious, region.

Uzbekistan could become a regional power able to take the lead on policy issues common to Central Asia and to resist undue influence from more powerful outside powers, because of its large territory and population (57 million) and energy and other resources. However, tensions between Uzbekistan and other Central Asian states stymy regional cooperation.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.
