How NGOs React follows the Soros Foundation's educational reform programs there and raises larger questions about the role of NGOs in a centralist government, relationships NGOs have with international donors and development banks, and strategies NGOs use to interpret global reforms locally. The authors, all former or current educational experts of the Soros Foundation, analyze the post-socialist reform package at the country-level, highlighting the common features such as decentralization, privatization, vouchers and liberalization of the textbook publishing market. They look at the global reforms and their variations as they were transferred to Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan over the past decade. The research presented in this volume is based on recent field research in Armenia, Georgia, Kazakhstan and Kyrgyzstan, as well as Beijing, Guangzhou, Yiwu and the Xinjiang Uyghur Autonomous Region in China. The nine chapters in this book illustrate how informal markets and trade in Central Asia and the Caucasus have provided space for millions of people across the region to negotiate changes in state and society in the three decades since the breakup of the Soviet Union and the emergence of successor states. Collectively, the book suggests that informality should be seen as a normative order for polities in Central Asia and the Caucasus for three reasons: (1) The inability – or unwillingness – of the states to measure commercial transactions. (2) The highly personalized nature of small business operations that rest on networking and social relations, oral agreements and trust. (3) Markets and bazaars being embedded within states in which clientelism frequently thrives. Fusing a narrative of human agency to his critical discussion of structural forces, Georgi M. Derluguian reconstructs from firsthand accounts the life story of Musa Shanib—who from a small town in the Caucasus grew to be a prominent leader in the Chechen revolution. In his examination of Shanib and his keen interest in the sociology of Pierre Bourdieu, Derluguian discerns how and why this dissident intellectual became a nationalist warlord. While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases.
