Its potentialities are unlimited and its exploitation in the past was greatly hampered. Petroleum as a fuel for modern industry is occupying a very prominent position and it is getting more and more difficult to supply the ever increasing demands. The geographical position of the Caucasian oilfields justifies the expectation that it will play an enormous part in the development of local industries in the wide areas of the Middle East, and the local needs will be so great that export abroad will be curtailed. The Middle and Near East, with its unlimited natural wealth, has all the conditions for creating huge industries, and the wide fields of Asia and enormous population will be a ready market for the products of those industries. The native element has a huge capital invested in that industry, native labour is already predominant in its exploitation and, with normal conditions for its development, will provide ample ground for foreign investors. Petroleum is also going to play an important part in the running of very extensive railway lines which are going to be constructed throughout the whole of Western Asia. Such expectation is the more justified by the experiences gained on the Transcaucasian railways which, from the very beginning of their construction, have used crude oil as fuel. The present and potential value of the Caucasian Petroleum Industry runs into several thousand million pounds. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.

Book excerpt: This report concludes that the Government is right to continue to support Turkey's accession to the European Union, as long as Ankara meets the accession criteria, and subject to the Government imposing restrictions on the right to free movement from Turkey after it joins. However, at the moment, shortcomings in Turkey's justice system are leading to human rights abuses, including as regards freedom of expression and the media, and making it harder to advocate Turkey's EU membership. Turkey's EU accession process is in any case stuck: effectively, it is hostage to the Cyprus dispute. The Committee said that, by undermining the force of EU leverage, the stalemate is having consequences that are detrimental to UK objectives in Turkey across a range of fields, including not only human rights but also energy and market access issues. The Committee found this especially regrettable given that Turkish democracy may be in a critical phase, and given the influence that Turkey may have at the moment over reforming Arab states. The Committee also said that, by creating uncertainty over the timing - if not the fact - of Turkey's EU accession, the stalemate was discouraging both the EU and Turkey from starting to address some of the most difficult issues that would be involved in Turkey's EU membership. The Government's continuing support for Turkey's EU membership has provided a strong basis for the further development of UK-Turkey bilateral relations which has significant potential. As a foreign policy partner Turkey could potentially add value to UK foreign policy
