As to the importance of the subject, its place among the problems of philosophy, its ethical and religious bearings, nothing need be said. Nothing, in fact, can be said that has not been in the thoughts and words of earnest men of every age. That in our age, too, spite of all those influences which tell against such speculation, man should be concerned with the question of his destiny, is not surprising. It would be surprising, or rather incomprehensible, if, with, our greater advance in the knowledge of all things else, we should lose interest in the supreme problem of our own existence. The individual scientist may become so absorbed in his special research that he has no leisure for such discussions; but the more he discovers and teaches regarding Nature and its laws, the more seriously must mankind at large inquire as to their final lot and estate, their position in the changing universe of things. When biology tells us that the phenomena and nature of life are known in our day as they were never known before, it surely is natural that we should ask whether our human lives are more enduring than the lives of creaturesless noble. This is an economic relation. The further question now forces itself upon us, can the public control as well the conditions in which production takes place? The question is one for economic science. Ought the public to control the conditions of production? This question is one for ethics. If the public should control these conditions and does not, is it not morally responsible for the existence of the labor question? Are we not wrong and unscientific in blaming employers indis criminately? The labor question, as a practical problem, reduces itself to the matter of wages, of hours and conditions of work. The conditions concern chiefly, life, health and morals. In the present order of society, employers regard themselves, not as servants of the public but as individuals seeking profit and individual power. When employers com pete, there results a downward tendency in wages, a desire to lengthen the hours of labor and a reluctance to expend money for any purposes which are not immediately productive, hence the neglect of the demands of decency, justice, humanity and health. There are, of course, forces at work in the contrary direction. Factory laws and trade unions have that effect. The extremes to which the tendency may develop are seen in the great evils of our sweating system, which escapes factory inspection and labor organization.' Certain parties had hoped that the innumerable in cidents resulting from the application of the Law of Sepa ration might impel the people to return to another policy, but such was not the case. When voting, the Radical elector is wont to exclude religious interests. In all the great events of his life he has recourse to the priest and, now and then, may even attend mass on Sunday; but, if asked to vote for a candi date who stands for religious liberty, he immediately becomes suspicious of such a man because the candidate who introduces religious claims into his electoral platform courts notice as a reactionist and, in many of the departments, incurs the dis favour of voters. Moreover, the founding of a Catholic politi cal party - a strictly religious party - would justly antagonize many fair-minded men and it is to be feared that, a priori, such an organization would be doomed to defeat. Book excerpt: Excerpt from The Catholic University Bulletin, Vol. 4: January; 1898 But as the Semitic eye of the older peoples turned ever inward to the spirit, the Aryan eye, it is said, turned ever outward to the beauties of nature and sought to see its God around and about it, instead of looking upwards to an imaginary deity that dwelt in majesty inaccessible beyond the stars. The result of these two counter-views, it is likewise claimed, is seen in the antipodal notions of the Deity prevalent in the Middle Ages and in the subsequent period of philosophy commonly called modern. The Schoolmen simply accentuated the Semitic development. Their God was accordingly transcendent, distant, and beyond the confines of the world. Modern thought, on the contrary, laid stress upon the Aryan point of view to such an extent that it made God actual by bringing Him into the field of phenomena and by believing Him to be an "indweller ever blest," or nothing. The God of modern thinking was characterized as immanent, and thus sharply distinguished from the transcendent God of the Schoolmen. "Transcendence" and "immanence" were in this wise set over against each other in contrast; and in immanence was recognized the ruling notion of the modern world." I. - The Modern Idea of Immanence. "When a given symbol which represents a thought has lain for a certain length of time in the mind," says a well known author, "it undergoes a change like that which rest in a certain position gives to iron.
