Book excerpt: Since the early 1990s, Singapore's model of industrialization to plan, build and administer industrial parks integrated with commercial, residential and leisure facilities developed over four decades in the Singapore context has been commodified as part of Singapore's regionalization strategy to extend its 'economic wing' and exported to countries such as Indonesia (1992), China (1993, 1994,2008,2010), Vietnam (1996) and India (2004). This thesis analyses Singapore and China's economic collaboration in the planning, building and administering of the Suzhou Industrial Park, Suzhou, China. The aim of the research is to study the effects of the Singapore model of industrialization in the industrialization of Suzhou on the local citizenry of Suzhou and how the fmdings could inform cross-cultural transnational management practices. Using postcolonialism as an analytical framework, the fmdings reveal that the Singapore model of industrialization is undergirded by 'centrally-planned' or 'organized' capitalism which involves the state playing the key role of corporate entity and acting as the investment unit through government corporations. The fmdings also reveal the totalizing nature of the model and the special privileges awarded to the SIP segregates the SIP from the rest of China. In addition, by using postcolonialism to unravel the complexities of the economic collaboration, the findings reveal how management practices developed in a foreign context and exported to a host environment created dichotomous relationships between the foreign and local management teams. In sum, the research study reveals the totalizing nature of Singapore's brand of capitalism inherent in the Singapore model of industrialization mimics many of capitalism's characteristics but at the same time departs from its fundamental principles. The case study of the SIP illustrates the Singapore model of industrialization delivers 'centrally planned' or 'organized' capitalism. I.

In China, starting in the 1980s, special economic zones were used as a testing ground for the country's transition from a planned to a market economy, and they are a prime example of China's pragmatic and experimental approach to reforms. One of the great special economic zone success stories in China is the Suzhou Industrial Park, a modern industrial township developed in the early 1990s through a Sino-Singapore partnership. It is successful not just in the economic sense, but also in terms of urban and social development in an eco-friendly way. One key lesson is that in a weak market environment, a facilitating and reform-oriented host government, coupled with foreign expertise and knowledge as well as a "whole value chain" approach can go a long way in developing urban-industry well-integrated special economic zones. This paper is intended to examine the success factors and key lessons of the Sino-Singapore Suzhou Industrial Park, which can be useful for other developing countries.

Book excerpt: Since the concept of the enterprise zone was envisioned by Peter Hall (1977), it has been widely used in many countries using different theories, policies and practices based on their different economic backgrounds and situations. In the research conducted for this thesis, the author briefly observed the enterprise zone practices in the USA, and then focused on the enterprise zone practices in China by analyzing a unique International Enterprise Zone, the Singapore Suzhou Industrial Park (CS-SIP) to see whether the main goals for the enterprise zone are reached. During the research, the author answered questions regarding why China selected Singapore as its model for this enterprise zone, what China wanted to learn from Singapore, whether this 7.5-year old collaboration is successful or not, what the management organizations of CS-SIP is, what kind of management is used in CS-SIP, and what criteria China used to choose the enterprise zone's location. By working on these questions, the author explored the set of factors governing that choice in China, the policies they set to develop this park, and the measurable achievements of it via some appropriate economic and financial data used as indicators of success or failure. The author concluded at the end of the research that this unique International Enterprise Zone should be considered a success and provides some future research directions regarding China's enterprise zone theoretical base, as well as the policies and practices based on it.
