They were selected from the CRSS portfolio of over fifty cases because their center of gravity is district reform strategy. Of the nine shcool boards, seven were elected, one was appointed, and one was a hybrid board with both elected and appointed members. Collectively, these cases span the last two decades. They should be of interest to all who seek to understand the challenges of urban education reform, but they will be particularly compelling for urban school leaders charged with the repsonsibility of transforming their school districts.

Morgan Polikoff applies a wide array of quantitative and qualitative data to provide a pointed critique of the US educational system. He addresses why standards have failed, whether standards-based reform can be salvaged, and what we can do to improve teaching and learning at scale across America's 13,000 school districts. Polikoff argues that no amount of tinkering can fix standards. Rather, we need to tackle the big, structural issues, such as decentralization. The author identifies curriculum reform as a high-leverage strategy for making meaningful progress at scale and emphasizes that states need to play a greater role in evaluating and recommending high-quality curriculum materials. Beyond Standards proposes a new, progressive vision that emphasizes the central role of states in challenging the antiquated, segregating structures that have thwarted educational improvement.

It provides examples of promising reform strategies and lessons learned from a national study of school-based reform. The congressionally mandated study of Effective Schools Programs was conducted by an independent firm for the United States Department of Education during the 1991-92 school year. Data were obtained through a mail survey of 1,550 school districts, mail and telephone surveys of administrators at all state education agencies, and case studies of reform efforts in 32 schools in 5 states. The states included California, Connecticut, Kentucky, South Dakota, and Washington. Following the introduction, the second section describes the lessons learned from the case studies. The successful examples of school-based reform shared a core set of characteristics: a clear focus on creating more challenging learning experiences for all students; a school culture in which teachers worked collaboratively and had a voice in decisions that directly affected their ability to improve classroom practice; and opportunities for teachers and administrators to gain knowledge and build their professional capacity. The third section provides more detailed examples of schools involved in promising reforms. The fourth section discusses what district staff can do to support school-based reform: (1) serve as an initial stimulus; (2) assemble resources; and (3) offer a broader professional forum. School reform is almost always born out of big dreams and well-meaning desires to change the status quo. But between lofty reform legislation and the students whose education is at stake, there are numerous additional policies and policymakers who determine how reforms operate. Even in the best cases, school reform initiatives can perpetuate problems created by earlier reforms or existing injustices, all while introducing new complications. In Reforming the Reform, political scientist Susan L. Moffitt, education policy scholar Michaela Krug O’Neill, and the late policy and education scholar David K. Cohen take on a wide-ranging examination of the many intricacies of school reform. With a particular focus on policymakers in the spaces between legislation and implementation, such as the countless school superintendents and district leaders tasked with developing new policies in the unique context of their district or schools, the authors identify common problems that arise when trying to operationalize ambitious reform ideas. Their research draws on more than 250 interviews with administrators in Tennessee and California (chosen as contrasts for their different political makeup and centralization of the education system) and is presented here alongside survey data from across the United States as well as archival data to demonstrate how public schools shoulder enormous responsibilities for the American social safety net.
