Available in PDF, EPUB and Kindle. Book excerpt: C. B. TILANUS, EDITOR This book tries to strengthen the ties between, on the one hand, the business administration and accounting world and, on the other, the operational research and management science world. The readership for which it is intended consists ofthe following categories: managers and professionals in organizational departments of business administration, management science, automatic data processing, etc. ; management and operational research consultants; and students in academic departments of business administration, business economics, operational research, information systems, industrial engineering, etc. The book deals with the quantitative approach. to budgeting problems. Budgeting in this text is defined as the making of a financial, short-term plan for an organization. The budget is financial. Although volumes and prices play their part, the budget is finally expressed in terms of amounts of money thus allowing of the well-known two-way counting and balancing of double bookkeeping. (Whether items appear twice on the assets and liabili ties sides of balances, or are counted twice in the rows and columns of a matrix is immaterial. ) The budget is short-term. It is a detailed, quantitative plan of action in the near future. In this sense, budgeting is opposed to strategic planning which considers the course of action to be taken in the medium and long term. Strategic planning is of a more aggregative, qualita tive nature than is budgeting. The budget is a plan for an organization, and as such it is complete.

Book The Impact of Local Government Modernisation Policies on Local Budgeting CIMA Research Report

Download or read book The Impact of Local Government Modernisation Policies on Local Budgeting CIMA Research Report written by W. B. Seal and published by Butterworth-Heinemann. This book was released on 2008-07-18 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This CIMA research report focuses on post-1997 policy innovations for the public sector and their impact on traditional budgeting practices. In light of recent failures to reform local budgeting post 1997, it seeks to distinguish between original intentions of reform and their consequences offering alternatives to local government modernisation, appropriate changes in strategic partnerships, and new organisational structures. The key question for the report is the extent to which it is possible or useful to reform traditional practices, paying particular emphasis to the nature of modernisation in the governmental post 1997 period. The report includes an in-depth investigation into two case authorities in the UK. The analysis will include findings from sources beyond the finance divisions of these authorities. The study is comprehensive, insightful and practical focussed. The authors concentrate their investigation on a longitudinal field study of budgetary practice in two large and contrasting English local and produce a detailed comparison of the two cases. The report concludes with recommendations to users of local government budgeting. The final chapter discusses the comparison of the two cases. It provides us with a number of concluding observations: e.g.* There is a need for more participation in budgeting and especially a more credible system for schools to get involved in the budget setting process and if the school's budgeting system is to remain centralise dor become even more centralised then policy makers need to have a better knowledge of educational cost drivers - A pioneering study evaluating individual service areas as opposed to ranking of overall corporate performance and offering a pragmatic solution to local government modernisation - The first comprehensive investigation of two vastly different geographical locations of UK - Aids understanding by analysing and producing a detailed comparison of two local authorities

Book Organizational Determinants of Budgetary Influence and Involvement

Download or read book Organizational Determinants of Budgetary Influence and Involvement written by Noah P. Barsky and published by Routledge. This book was released on 2013-10-11 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on network theory from the organizational sociology literature, this book examines issues related to which organizational factors determine how employees influence the budgeting process. Data were collected from managers who participate in the budgeting process at a major apparel manufacturer. Social network analysis was employed to measure how the structure of the network of managers affects the budgeting process. The results show that budgetary influence is structurally determined and resides with managers holding central positions in the organizational network. Thus, while formal procedures determine which employees are involved in budgeting activities, only centrally positioned managers actually influence budgetary outcomes. The findings indicate that influence, not involvement, is the key to empowerment in the budgeting process. This research suggests that researchers and practitioners should be aware of an organization's social structure when examining a participative budgeting process. The difference between formal designs and actual influence is indicative of a "rhetoric-reality gap" which can impair the effectiveness of management control systems.

Book Gender Responsive Budgeting in South Asia

Download or read book Gender Responsive Budgeting in South Asia written by Pranab Kumar Panday and published by Routledge. This book was released on 2021-11-08 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the practice of local-level participatory planning and budgeting and its impact on gender responsive budgeting (GRB) in Bangladesh. The book offers a conceptual framework that brings into focus the contribution of successful participatory budgeting practice to ensure GRB – the examination of whether men and women fall under existing income and expenditure patterns differently. It suggests that the ideas of participatory budgeting and GRB should be evolving together to provide a concrete idea to address gender needs. The book provides a theoretical explanation that contributes to the consolidation of the practice of GRB at the local government level through participatory budgeting. Conceptualizing the process of participatory budgeting and GRB in the context of Bangladesh, the book will be of interest to researchers in the field of Development Studies, Political Science, Public Administration, and Gender, as well as Asian Studies, in particular, South Asian Studies.
