Book excerpt: Excerpt from Suggestions for the Care and Use of Pamphlets and Clippings in Libraries In the commercial centers, an effort to bring this material into immediate and practical use has resulted in the development of the so-called "Special Library," that is, the libraries are classified as well as the materials of which they are constituted. In New York City alone, there are in the neighborhood of 260 libraries which come under the designation "Special." This in non-library language means that each of the 260 organizations, representing every phase of commercial, financial, technical and social endeavor, has found that a private library in which the literature of its own and allied subjects is arranged with a view to immediate usefulness, is an asset worth maintaining, and that a trained librarian is the surest way to reach this consummation with the least waste of time and effort. The special library is designed to meet the needs of a definite group of people having a common interest, which fact naturally limits the scope of the collection. On the other hand, the public library, having almost unlimited interests to serve, calls for a more comprehensive selection of material, and it may be well to indicate some of the uses to which the pamphlet and clipping materials are peculiarly adapted, as well as some of the groups in the community for whom such collections should have especial value. Municipal Data The library which serves the public has a duty to the community at large, and no set of problems can claim precedence over those of the municipal authorities. Cutter's definition of the functions of a library - to get, to keep and to use as a consideration of the best treatment for pamphlets. Most libraries, indeed, if their librarians be wise, will not keep even all the bound books which come to them, but the enormity of rejecting unsuitable gifts seems less with pamphlets and minor material. Only the very largest libraries, not a dozen in this country, will get everything they can; still fewer will mean to keep (in the permanent sense) everything they get. The keeping will be modified consciously or unconsciously by such reservations as till worn out or as long as useful or till later or better material appears. The same con siderations give serious pause to the librarian who would observe the thoroughly valid counsel of perfection bind everything you keep, which in these days is more likely to be amended to read bind everything you are sure will be kept permanently. Book excerpt: Excerpt from Pamphlets, Broadsides, Clippings, and Other Miscellaneous Matter Sir. - In acoordance with the poroyisions of chapter 236 of the Laws of 1892, the board of general managere of the exhibit of the State of New York, at the Worlds Columbian Exposition, met and organized at the oapitol, in the city of Albany, on the 19th of April, 1892. The commissioners appointed, under the terms of the same act, from each judicial district ta the State, met mconference with the board of general managers at Albany, on April twentyeighth, and their mode of organization and sphere of action were duly prescribed. Pursuant to invitation, Hon. Greorge P.Davis, director-general of the Worlds Columbian Exposition, accompanied by F.J. V.Skiff, the chief of the depairtmeait of mines and mining, attended the meeting. After a full and free exchange of views between these officers of the Exposition and thje State managers and commissioners, it wais unanimously resolved, that, for the information of those chaiged with providing for the representation of the State at the Worlds Fair, a personal istudy should be made at Chicago of the methods, requirements, facilities and plans of the Exposition. Pepresentatives from the board of general managers and from each of the judicial distiict commissions, together with the chief executive officer and secretary of the board of general managers, accordingly met in Chica! on the lltli of May, 1892, and, after iting the Exposition grounds, conferred with the heads of tbe va, rious departm(mitis. Stenographic notes were taken of these conferences, and the result was a body of detailed information, more comprehensl eand exact than liad been compiled by any other State board.
