In the recent past a number of projects, for example, major darns, have had unexpectedly deleterious social, envir onmental and health consequences. As a result, many govern ment department and agencies are investigating the impacts of specific projects and are examining the role impact analysis could play in project planning. The process of environmental impact analysis has been developed, tested and institutionalized in several countries. The objective of the process is a prior identification and definition of likely environmental impacts of projects such as public works, industrial developments and tourist develop ments, as well as the impact of policies and legislative proposals. The environmental impact analysis process also includes the definition of alternative courses of action which would achieve comparable economic objectives while eliminatir .. g some or all of the detrimental environmental consequences. Identification of preventive or precautionary measures, which would minimize the unavoidable impacts, fonn an integral part of the process. The aim should be for a balanced appraisal in which economic, technical, social, environmental and health aspects are fully evaluated. Thus viewed, environmental impact analysis emerges as one of the most powerful planning tools for the prevention of environmental pollution and degradation.

Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? Further, he discusses how we can incorporate impact assessment studies with actual environmental planning and decision making.Crawford Holling received his B.A. and M.Sc. at the University of Toronto (1952) and his Ph.D. at the University of British Columbia (1957). He worked in the laboratories of the Department of the Environment, Government of Canada. Since then, he has been, at various times, Professor and Director of the Institute of Resource Ecology, University of British Columbia, Vancouver, Canada, and Director of the International Institute for Applied Systems Analysis (IIASA), Vienna, Austria. He now occupies the Arthur R. Marshall Jr. Chair in Ecological Sciences at the University of Florida and has launched a comparative study of the structure and dynamics of ecosystems.
