The development and welfare orientation at the normative level in India does not get translated too well in positive terms into actual results of a progressive and just society. More and better plans are constantly drawn up but the bureaucracy's capacity to deliver never worth bragging about so far as development is concerned has noticeably declined over the years. Political masters and the civil service elite often resort to collusion and connivance to use public office for private gain thwarting all good intentions. Corruption and inefficiency combined with callousness in dealing with the public certainly are very serious problems. However we really ought to be looking more closely at fundamental systemic problems in administration. Our basic civil service structure at the all-India level the focus of this book suffers from several maladies including: Lack of specialization and discrimination against specialists; insularity; lack of accountability; unsuitable recruitment and testing procedures; and faulty personnel management. That the country persists in having such administrative setup in this day and age is nothing short of tragic. The situation is so bad that tinkering with the administrative structure even overhauling it will not do much good. The need clearly is to reform the system drastically to re-engineer it so as to have competency technical and otherwise and professionalism accountability and transparency and responsiveness and civility; let us make our civil servants civil and servants of the people. After all aren't these the imperatives of democratic governance within the overall goal of achieving rapid economic and social progress?

Book excerpt: Focusing on India between the early nineteenth century and the First World War, Colonial Terror explores the centrality of the torture of Indian bodies to the law-preserving violence of colonial rule and some of the ways in which extraordinary violence was embedded in the ordinary operation of colonial states. Although enacted largely by Indians on Indian bodies, particularly by subaltern members of the police, the book argues that torture was facilitated, systematized, and ultimately sanctioned by first the East India Company and then the Raj because it benefitted the colonial regime, since rendering the police a source of terror played a key role in the construction and maitenance of state sovereignty. Drawing upon the work of both Giorgio Agamben and Michel Foucault, Colonial Terror contends, furthermore, that it is only possible to understand the terrorizing nature of the colonial police in India by viewing colonial India as a 'regime of exception' in which two different forms of exceptionality were in operation - one wrought through the exclusion of particular groups or segments of the Indian population from the law and the other by petty sovereigns in their enactment of illegal violence in the operation of the law. It was in such fertile ground, in which colonial subjects were both included within the domain of colonial law while also being abandoned by it, that torture was able to flourish.

Never was this more strikingly exemplified than by the mystification of England with regard to the condition of the natives of India, by the bureaucratic Government to which England commits her authority over them. Never was it more true that, " what flatters the sovereign generally forms the misery of the people; " as we shall see when I examine what those " blessings of the British Eule," which England imagines she confers upon India, really are ? The most curious thing is, that although the imposture of the day is invariably exposed afterwards, the exposure never seems to reach the mass of the peeplo of this country, but the next grand deception of the Indian Government is just as successful as any former one. This reminds me of the following remarks of Machiavelli on the Borgia Pope: " So simple are men, and so prono to obey any impulse from without, that whoever is willing to deceive them will always find those who are willing to be deceived. Alexander VI. never did anything else than deceive men, nor thought of any thing else, and none ever asserted more confidently, or swore to promises better and kept them less, than he did; nevertheless his deceptions always succeeded to a wish, because he understood that part of the business of life thoroughly."
