This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.

But he also tells the story of the balkanization of politics, of the Balkans seen from below. A space of bogumils—those medieval heretics who fought against Crusades and churches—and a place of anti-Ottoman resistance; a home to hajduks and klefti, pirates and rebels; a refuge of feminists and socialists, of antifascists and partisans; of new social movements of occupied and recovered factories; a place of dreamers of all sorts struggling both against provincial “peninsularity” as well as against occupations, foreign interventions and that process which is now, in a strange inversion of history, often described by that fashionable term, “balkanization.” For Grubačić, political activist and radical sociologist, Yugoslavia was never just a country—it was an idea. Like the Balkans itself, it was a project of inter-ethnic co-existence, a trans-ethnic and pluricultural space of many diverse worlds. Political ideas of inter-ethnic cooperation and mutual aid as we had known them in Yugoslavia were destroyed by the beginning of the 1990s—disappeared in the combined madness of ethno-nationalist hysteria and humanitarian imperialism. This remarkable collection chronicles political experiences of the author who is himself a Yugoslav, a man without a country; but also, as an anarchist, a man without a state. This book is an important reading for those on the Left who are struggling to understand the intertwined legacy of inter-ethnic conflict and inter-ethnic solidarity in contemporary, post-Yugoslav history.

In Folly and Malice John Zametica reveals that: * The First World War was kick-started by an ailing Austria-Hungary which believed that waging a successful war was the only way it could remain a Great Power; * This empire, with its eleven squabbling nations, and with its statesmen unwilling to contem-plate any meaningful internal reform, was the real powder keg of Europe; * Franz Ferdinand, the Austro-Hungarian Heir to the Throne normally portrayed as a likely enlightened reformer of the Empire, was actually seeking to destroy the Dualist political compromise between Austria and Hungary and replace it with his own centralist autocracy; * Serious antagonism between the Austria-Hungary and Serbia really only began as late as 1906 and had on the whole almost nothing to do with the supposedly crucial 'South Slav' question; * Gavrilo Princip, Franz Ferdinand ́s assassin, was impelled to do his deed by a Yugoslav ideology conceived and propagated from within Habsburg Croatia, not independent Serbia; * The notorious Black Hand, the secret Serbian officers' organisation, far from planning to assassinate Franz Ferdinand during his visit to Bosnia, was in May-June 1914 busy plotting to overthrow civilian rule in Serbia and replace it with a military-led dictatorship; * The famous Serbian warning to Vienna, intended to thwart Franz Ferdinand ́s assassination, was the work of Lieutenant-Colonel Apis, the leader of the Black H∧ * In July 1914, Vienna also wanted its 'good' war against Serbia so as to dislodge Russia from the Balkans and thus secure complete regional hegemony for itself. Germany, harbouring ambitions for continental supremacy, approved and encouraged Austria-Hungary ́s Balkan adventure. Both powers consciously risked the probability of a wider international conflict.

Many of these systems are described and assessed for the first time in an academic publication. The publication draws upon a groundbreaking Conference organised by the Clemens Nathan Research Centre (CNRC) and REDRESS at the Peace Palace in The Hague, with the support of the Dutch Carnegie Foundation. Both CNRC and REDRESS had become very concerned about the extreme difficulty encountered by most victims of serious international crimes in attempting to access effective and enforceable remedies and reparation for harm suffered. In discussions between the Conference organisers and Judges and officials of the International Criminal Court, it became ever more apparent that there was a great need for frank and open exchanges on the question of effective reparation, between the representatives of victims, of NGOs and IGOs, and other experts. It was clear to all that the many current initiatives of governments and regional and international institutions to afford reparations to victims of genocide, crimes against humanity and war crimes could benefit greatly by taking into full account the wide and varied practice that had been built up over several decades. In particular, the Hague Conference sought to consider in detail the long experience of the Conference on Jewish Material Claims against Germany (the Claims Conference) in respect of Holocaust restitution programmes, as well as the practice of truth commissions, arbitral proceedings and a variety of national processes to identify common trends, best practices and lessons. This book thus explores the actions of governments, as well as of national and international courts and commissions in applying, processing, implementing and enforcing a variety of reparations schemes and awards. Crucially, it considers the entire complex of issues from the perspective of the beneficiaries - survivors and their communities - and from the perspective of the policy-makers and implementers tasked with resolving technical and procedural challenges in bringing to fruition adequate, effective and meaningful reparations in the context of mass victimisation.
