This is the seventh edition of The finances of Europe. The first edition was published in French by the Presses Universitaires de France in 1975. The second, updated edition was published in English by Praeger, New York, in 1977 and in Spanish by the Instituto de Estudios Fiscales, Madrid, in 1978. The third edition, again updated, was published in German by the Europa Union Verlag, on behalf of the Institut für Europäische Politik, Bonn, in 1979 and in Italian by Le Monnier, on behalf of the journal L'Italia e l'Europa, Florence, in 1980. The fourth (revised) edition was published in French by Labor-Nathan, Brussels, in 1980. It was then translated and published by the Office for Official Publications of the European Communities, Luxembourg, in the other eight languages of the Communities, id est Spanish, Danish, German, Greek, English, Italian, Dutch and Portuguese. The fifth edition (a revision of the fourth) was published in French by Labor-Nathan-RTL, Brussels, in 1984. The sixth edition is a complete recasting of the first and second parts of the fifth. It was published in French in 1990 by the Librairie Générale de Droit et de Jurisprudence, 26 rue Vercingétorix, Paris (14e). The seventh edition is a translation of the preceding one, brought up to date in 1991. It will also be produced in German, Spanish, Italian and Portuguese. A supplement was drafted after the European Council held in Maastricht on 9, 10 and 11 December 1991 whilst this work was being printed. This updated text is at the end of the book, after the annexes and before the index.

We present a game-theoretical analysis and an empirical evaluation of the new annual budgetary procedure. We find that the procedure operates much like the ordinary legislative procedure, and puts the European Parliament on an equal footing with the Council. Given the prevailing preference configuration, our empirical analysis shows that the European Parliament does not derive power from its veto right. Any voting coalition that commands a qualified majority in the Council includes a majority of the Members of the European Parliament. However, the European Parliament does derive power from its amendment and proposal rights. Furthermore, we conclude that the procedure is poorly designed and can lead to the breakdown of negotiations.

Book excerpt: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. Book excerpt: This book analyses the ongoing reform of the European economic union in the light of the new objective of ‘stability of the euro area as a whole’ in Article 136(3) TFEU. On the basis of the relevant legal sources, it qualifies this objective as the obligation to preserve the existence of the monetary union, the establishment of which was an EU goal laid down in Article 3(4) TEU. While to date the objective has been achieved through fiscal and macroeconomic consolidation in the member states and the activation of stabilisation mechanisms in cases of emergency, the book argues that full stability requires a better system of economic governance, either through a process of partial fiscal centralisation or the return to a more efficient and sustainable market discipline of public finances. It also analyses the concrete legal challenges these raise, including compliance with the conferral principle, the longstanding democratic deficit of the governance and the balance between financial solidarity and fiscal responsibility.
