These included the basic nature of the environmental issue; the apparent failure, over the past couple of decades, of our decision making processes and institutions in attacking the causes - "why have we not done better?" - and the reasons for that; and what now must be done. They ended with a series of recommendations which set out the results of their best thinking at that time.
