Book A History and Future of the Budget Process in the United States

Download or read book A History and Future of the Budget Process in the United States written by Paul Winfree and published by Springer Nature. This book was released on 2019-10-25 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States has one of the most unique budgeting processes of any modern government. The “powers of the purse” are enumerated under the Constitution, but they were hotly debated by the nation’s founding fathers. However, the lack of a legal guide for exactly how to delegate the powers, and under what conditions, has led to a process marked by power struggles—primarily between Congress and the presidency—over the last 230 years. Still, the budget and appropriations process is central to the functioning of the federal government. This book covers the transformation of American government through the lens of shifting budgeting power, while documenting the evolution of economic policy through the federal budget. As the nation and the federal government have expanded, the budget process has entirely broken down. This book also recommends changes that would help the budget process function more effectively. The chapters are organized both chronologically and topically to help the reader think through the evolution of the budget process. With its comprehensive approach to the history of the budget process—covering the entirety of US federal existence—this book will be a go-to resource for academics and public policy professionals interested in Congressional and executive history.

Book The Federal Budget

Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate

Book The Broken Budget Process Perspectives from Former CBO Directors

Download or read book The Broken Budget Process Perspectives from Former CBO Directors written by Committee on the Budget House of Representatives and published by . This book was released on 2012-06-16 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1974 Budget Act called on Congress to review the entire federal budget to both ascertain the economic impacts of our budget decisions and to help us make informed choices about how to raise revenue and how to allocate spending. To accomplish this, the Act established the House and the Senate Budget Committees and charged them with the responsibility to develop and enforce annual budget resolutions. In addition, it created CBO, to give us non-partisan, objective budget estimates and economic projections. CBO is far from perfect, but it is important to note that before CBO was created, Congress was reliant on the executive branch for budget projections and cost estimates of legislation.

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

This book was released on 2012-06-16 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The subject of today's hearing reminds me of something my dad always taught me. He had a sheet metal shop and he made cabinets out of sheet metal and everything from spot welding and rivets and everything else. He always used to give me grief whenever I complained about anything. He said, "You know, it is not the tools, it is the craftsman. It is not the tools you look at in the tool box to make the difference; it is the person using them." My old uncle Felix who work at my dad's shop who could make anything out of a hammer and I am not sure if that is true of today's craftsmen. It is the craftsman that seems to be a difference in all of this.
