During the 1940s polarization between the unions and the government increased, as did Soviet and British influence on the unions. From 1946 to 1953 Iran saw the rise and fall of government-controlled unions and, after 1953, workers without unions. After years of frustration and countless examples of contradiction between words and deeds, the workers and most of the politically aware populace became cynical about constitutional government, parliamentary elections, the promises of the ruling elite, and the friendship of the Western powers. Ladjevardi’s account of the labor movement in Iran leaves little doubt as to why the workers turned against them all: the monarchy, “Western democracy,” and the West itself.

Book excerpt: Bert Ramelson (1910-1994) was a remarkable man who lived through remarkable times. Born into a Jewish ghetto in pre-1917 Ukraine, he went on to become Britain's foremost communist during the turbulent years of industrial strife in Britain in the 1960s and 1970s. He lived through the first years of the Bolshevik revolution and the ensuing Civil War - during which members of his family were murdered in the anti-Semitic pogroms of the period. After a short spell in Palestine working on a Kibbutz, he fought in the Spanish Civil War as a member of the Canadian contingent of the International Brigade, and then as a tank commander with the British Army in the Second World War. Having been taken prisoner at Tobruk, Ramelson went on to lead a mass breakout from an Italian Prisoner of War Camp. From 1937 onwards, Ramelson lived as a professional revolutionary. After the war he spent nearly twenty years as a full-time Communist Party worker in Yorkshire, but it was his appointment as the Party's National Industrial Organiser in 1965 that brought him to national prominence. During this period he received the accolade of being named by prime minister Harold Wilson as the most dangerous man in Britain. As well as playing a leading role on the industrial scene, Ramelson was also centrally involved in the leadership of the Communist Party, where he played a key role in many a stormy debate - including taking the lead in confronting the Soviet authorities when he denounced their 1968 invasion of Czechoslovakia.

But he was also Labour MP for both the Forest of Dean and Coventry, as well as being the founder of a working guild in the spirit of guild socialism, the controversial president of the International Federation of Trade Unions and the man who moved the formation of the British communist party. A sometime syndicalist and associate of Tom Mann, his experiences in the militant Furnishing Trades gave rise to the uncompromising trade-union internationalism which features so centrally in these chapters. But with the squeezing of his syndicalist approach, as the labour movement polarised into Labour and communist currents, Purcell died a politically broken figure. Morgan also deploys the life of Purcell as a biographical lens, a way of exploring wider controversies - among them the rival modernities of Bolshevism and Americanism; the reactions to Bolshevism of anarchists like Emma Goldman (who called Purcell 'that damn fake'); and the roots of political tourism to the USSR in the British labour delegations in which Purcell featured so prominently. The volume also includes a major challenge to existing interpretations of the general strike, which it compellingly presents, not as the last fling of the syndicalists, but as a first and disastrously ill-conceived imposition of social-democratic centralism by Ernest Bevin.
