Merchants, manufacturers, tradesmen, and others, in whose hands Paper forms an article of large consumption, are deeply interested in the abolition of this impost, inasmuch as it taxes them to the amount of from thirty to fifty per cent. They are, therefore, most earnestly called upon to petition for its repeal. The friends of education should petition for the repeal of this tax, as by its removal knowledge would be more widely disseminated, and the blessings of education become more extensively felt and known. Up to the year 1784, their affairs were administered by a joint -stock trading body, termed the East India Company, which was originally incorporated ia. 1601, and endowed with exclusive trading privileges in relation to India and China. Since 1784, the political functions of the Company have been con trolled by the direct authority of the Crown, acting through a ministerial board of com missioners for the affairs of India; by this double government the govemor-general, the subordinate governors, the command ers-in-chief of the army and other function aries have been appointed, in the name of the sovereign. In 1813, the mercantile mo nopoly possessed by the Company in the continental portion of the East Indies was abrogated by parliamentary enactment, * and the commerce thrown open to all British subjects but the exclusive trade with China was still left in the hands of the association, and individuals not engaged in the service of the Crown or of the Company were obliged to obtain from the latter a licence or permission to reside in India. Book excerpt: Excerpt from A Short History of the English Colonies in America The history of the thirteen American colonies is at best fragmentary and provincial, and does not assume the importance and value of the history of a nation until the meeting of the Stamp Act Congress at New York in the year 1765. But who and what the people were who fought the war for Independence and founded the United States - what was their life, what their habits, thoughts, and manners - seemed to me, when I began my study of American history, questions of the deepest interest. They were questions, too, which appeared to me never to have been answered in a compact and comprehensive form; and this volume is an attempt to supply the deficiency. The chapters, therefore, which purport to describe the various colonies in and about the year 1765 represent the purpose of the book. They have been worked out, in the course of several years, from a mass of material which has been collected in all directions, and which, although wholly in print, is in many cases as generally unknown as if it still slumbered in manuscript. To these chapters I have appended notes - mere references - partly to support conclusions which I thought might be questioned, and partly to aid other students in the same field. The notes represent, however, only a portion of the books, tracts, and newspapers actually consulted. There are many titles in my note-books of works which yielded nothing, and of others again which offered matter that had to be laid aside from mere superabundance of material: only the most valuable and important figure in the notes.
