Book excerpt: Excerpt from The British Battle Fleet, Vol. 2: Its Inception and Growth Throughout the Centuries to the Present Day The characteristic motif of the Barnaby designs has been described as a "maximum of offensive power and the minimum of defence." This is not altogether correct; though as a generahzatiou it is no very great exaggeration. In every Barnaby design proper, offence was the first thing sought for, but defence as then understood was by no means overlooked as to-day it appears to have been. The bed rock "Reed idea" was to produce a ship which could attack and destroy the enemy without much risk of being damaged in doing so. The "Barnaby idea" was that "the best defensive is a strong offensive"; and a strict subordination of defence to what might best serve the attack on the same displacement. The first big armoured ship to be laid down at all on Barnaby principles, the Inflexible, was built under somewhat peculiar circumstances. In the year 1871 a Committee was appointed. One of its findings was as follows: - "As powerful armament, thick armour, speed, and light draught cannot be combined in one ship, although all are needed for the defence of the country; there is no alternative but to give the preponderance to each in its turn amongst different classes of ships which shall mutually supplement one another." Deploying previously unpublished documents, this book reveals how relations between the UK and US forces developed from a starting point of barely repressed suspicion, to one where both navies came to understand each other and eventually find a remarkable bond. Born out of a shared experience of Kamikaze attacks, extended operations against bitterly hostile shores, the pooling of knowledge and experience, the two navies underpinned the diplomatic moves in both Washington and London. The book carries the legacy of this experience through to the next Anglo-American participation in war, Korea. In purely naval terms, the period from 1889 to 1906 is often referred to (and indeed passed over) as the `pre-Dreadnought era', merely a prelude to the lead-up to the First World War, and thus of relatively little importance; it has therefore received little consideration from historians, a gap which this book remedies by reviewing the late Victorian Navy from a radically new perspective. It starts with the Great Near East crisis of 1878 and shows how itsaftermath in the Carnarvon Commission and its evidence produced a profound shift in strategic thinking, culminating in the Naval Defence Act of 1889; this evidence, from the ship owners, provides the definitive explanation of whythe Victorian Navy gave up on convoy as the primary means of trade protection in wartime, a fundamental question at the time. The book also overturns many assumptions about the era, especially the perception that the navy was weak, and clearly shows that the 1870s and early 1880s brought in crucial technological developments that made the Dreadnought possible.

It then goes through their coming to Australia, the tragic loss of AE1 in New Guinea on 14 September 1914 and the bravery and daring of the AE2 crew in penetrating the Dardanelles on Anzac Day in 1915. The history then goes on to deal with the J-Class submarines that came to Australia in 1919, the first Oxley and Otway (which went to the RN in the Depression in 1931), and the fact that in World War Two, Australia had no submarines except for the Dutch K IX whose career ended with a battery explosion in 1944. Then the period of the RN Fourth Submarine Squadron based in Sydney is dealt with, including some of the happy memories of those who served in it. The book sets out the story of the new RAN submarine arm from 1963. When Oxley (S 57) arrived in Neutral Bay, Sydney, in 1967, so began the new Australian era of submarines. The basic dates of the O Boats are outlined, along with the building and basic dates of the Collins class. The book deals with some of the issues about the intelligence patrols, about the Future Submarine and also records the numerous plaques, services, memorials and museums in Australia and overseas dedicated to Australian submarines and Australian and NZ submariners. There is a detailed chapter on special submarine craft such as the X-Craft in which some of the submarine heroes like Max Sheean, Henty Henty-Creer and Ken Briggs served, and in some cases died. The appendices to this book are numerous and detailed by a strong team from around the world, including Garry Mellon, Barrie Downer and Pat Heffernan. Numerous photographs have been collected and included in the book to fit in with the text from Darren Brown and others. The appendices also list all Australian submariners who have qualified and served up until mid-2014, including those who have died.
