Careful storing was therefore essential. Acid paste or glue might affect colours in cases where ultra marine or some other metallic pigments were used. He mentioned a curious case of paper discolouration in which bright yellow paper held in stock a long time was found to have turned black at the edges. On a claim being made to the firm supplying the paper, an ex pert chemist was sent to investigate, and his experiments led to the discovery that dis colouration was due to the presence of a drain near the stock-room, the fumes acting chemi cally on the paper. The previous dispute, which arose out of the decision of the National Union of Bookbinders to organise a special women's section, resulted in the severance of the bookbinders from the National Federa tion, owing to the claim of the National Union of Printing and Paper Workers and the National Society of Printers' Assistants that they had been organising women in binderies before the bookbinders entered the field. This dispute is still unsettled, and it is to be feared that the new dispute may re sult in a further division in the ranks of the Operatives. It is true that amalgamation of the unions concerned might solve the problem; but, although negotiations with this object have recently been in progress, there are few signs that they are likely to succeed. Sixteen unions have declared in favour of the general principle of amalgamation; but out of twelve which were represented at a recent conference on the question, only two, the Typographical Association and the Scottish Typographical Association. Voted in favour of complete amalgamation in preference to the scheme of closer federation which is being put forward. Lee raised the question of whether too much money was paid to the Federation, and asked the council to be frank with them in the matter. The Chairman replied with the assurance that no sum had yet been arranged and that no more would be paid than was proportion ate to the position held by London master printers. Mr. A. F. Blades said that, as President of the Federation, he expected id. In the g from the London members, as the whole of the other alliances had agreed to pay that amount at least. He cited higher rates paid else where and said that if London paid less they would put themselves in rather a parlous state. The Treasurer pointed out that while the Scottish Association paid the Federation 250 a year, and the Yorkshire Association paid {664, they in London were asked to give between and It was an absurdity; or even would be a reasonable amount. The greater part of their contributions ought to be spent for the bene fit of London. Mr. W. H. Burchell asked what support London would get from the Federation in time of emergency.
