Book excerpt: Sakade challenges the narrative that the focus of British manufacturing went "from Empire to Europe" and argues rather that, following the Second World War, the key relationship was in fact trans-Atlantic. There is a commonly accepted belief that, during the twentieth century, British manufacturing declined irreparably, that Britain lost its industrial hegemony. But this is too simplistic. In fact, in the decades after 1945, Britain staked out a new role for itself as a key participant in a US-led process of globalisation. Far from becoming merely a European player, the UK actually managed to preserve a key share in a global market, and the British defence industry was, to a large extent, successfully rehabilitated. Sakade returns to the original scholarly parameters of the decline controversy, and especially questions around post-war decline in the fields of high technology and the national defence industrial base. Using the case of the strategically critical military and civil aircraft industry, he argues that British industry remained relatively robust. A valuable read for historians of British aviation and more widely of 20th century British Industry.

Book excerpt: Many accounts of British development since 1945 have attempted to discover why Britain experienced slower rates of economic growth than other Western European countries. In many cases, the explanation for this phenomenon has been attributed to the high level of defence spending that successive British post-war governments adhered to. Yet is it fair to assume that Britain's relative economic decline could have been prevented if policy makers had not spent so much on defence? Examining aspects of the political economy and economic impact of British defence expenditure in the period of the first cold war (1945-1955), this book challenges these widespread assumptions, looking in detail at the link between defence spending and economic decline. In contrast to earlier studies, Till Geiger not only analyses the British effort within the framework of Anglo-American relations, but also places it within the wider context of European integration. By reconsidering the previously accepted explanation of the economic impact of the British defence effort during the immediate post-war period, this book convincingly suggests that British foreign policy-makers retained a large defence budget to offset a sense of increased national vulnerability, brought about by a reduction in Britain's economic strength due to her war effort. Furthermore, it is shown that although this level of military spending may have slightly hampered post-war recovery, it was not in itself responsible for the decline of the British economy.

After establishing its historical foundations, James T. Bennett reveals four modern manifestations. His first case is the epochal debate over government subsidy of a supersonic transport aircraft. The second case has its origins in Southern factory relocation programs of the 1930s—the practice of state and local governments granting companies taxpayer financed incentives. The third is the taking of private property for the enrichment of business interests. The fourth—export subsidies—has its genesis in the New Deal but matured with the growth of the Export-Import Bank, which subsidizes international business exchanges of America’s largest corporate entities. Bennett examines the prospects for a successful anti-corporate welfare coalition of libertarians, free market conservatives, Greens, and populists. The potential for a coalition is out there, he argues. Whether a canny politician can assemble and maintain it long enough to mount a taxpayer counterattack upon corporate welfare is an intriguing question.

The report shows how the study group saw and handled the problems; how they saw management's reactions; the efforts of the full-time trade union officials; the response from Ministry of Labor officers; and attitudes on the shop floor and in the office. Emphasis is placed on the shop-floor environment and the shop-floor negotiators. This book is comprised of 15 chapters and opens with a background description of the aircraft industry, followed by a discussion on the TSR2 and the thinking and expectations behind the British government's decision to cancel the project. An analysis of redundancy then follows with the group's thoughts directed towards the sort of questions which are not very often addressed. The negotiations that took place, including those involving severance pay and overtime, are considered. The extent of the experience of members of the study group in previous redundancies is also assessed. The last section gives some indication of what happened to some of the TSR2 workers who nominated themselves to leave under the voluntary system. This monograph will be of interest to trade union members and officials as well as labor policymakers.
