Available in PDF, EPUB and Kindle. Book excerpt: Pevsner wrote that "Leicestershire is not a county of extremes" and agreed that "no other county in England surpasses Rutland for unspoiled quiet charm". The large and the small Midland counties possess a varied and rewarding range of buildings. Church architecture encompasses the classical Normanton, preserved in remote isolation from the flood of Rutland Water, to Market Harborough with its elegant medieval steeple, and a fine group of Victorian churches in Leicester. The major country houses include Belvoir Castle, Staunton Harold and Burley-on-the-Hill, while the more modest homes of the late nineteenth century include notable work by Ernest Gimson, Voysey and a garden city at Leicester by Parker & Unwin. Leicestershire also possesses fine modern buildings, from its architecturally progressive schools to the justly renowned buildings of Leicester University, dominated by Stirling & Gowan's Engineering Building.

Book Shared Services in Local Government

Download or read book Shared Services in Local Government written by Ray Tomkinson and published by Routledge. This book was released on 2017-03-02 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the pressure for local councils to follow the lead of the private sector and develop shared service and partnership arrangements, the barriers in terms of culture, differences in priorities across councils and lack of experience are formidable - yet this is the most likely source of meeting government targets for reduced overheads and improved organizational effectiveness. By using extensive case studies drawn from across local councils in England, Ray Tomkinson explains the implications of sharing service delivery, addresses concerns about loss of control and accountability, and demonstrates the potential advantages. He shows how to set up collaborative ventures, formal partnerships, shared service centres or special purpose vehicles, while pointing out possible pitfalls, thus enabling senior managers to follow all the necessary project steps to create an appropriate shared service. It seeks to examine the evidence of the cost, effectiveness and quality improvements achieved from sharings. This ground-breaking book has been written for everyone in local government; it explores the political and cultural barriers, and legislative/legal framework for joint workings, explains how to find an appropriate governance vehicle, and how to gain the commitment of partners. It deals with political and managerial concerns, risk aversion and parochial issues, and the possible impact on the reputation and performance of both sharers. Shared Services in Local Government is the only comprehensive study for the UK and it will ensure any public sector organization pursuing this route is able to approach the task of creating a shared service with a real understanding of the issues involved.

"...an institution for those who practise public law...it has the authority that comes from being compiled by an author of singular distinction". (Lord Woolf, from the Foreword to the Fifth Edition) The new edition of this Handbook remains an indispensable source of reference and a guide to the case-law in judicial review. Established as an essential part of the library of any practitioner engaged in public law cases, if offers unrivalled coverage of administrative law, including, but not confined to, the work of the Administrative Court and its procedures. Once again completely revised and up-dated, the seventh edition approximates to a restatement of the law of judicial review, organised around 63 legal principles, each supported by a comprehensive presentation of the sources and an unequalled selection of reported case quotations. It also includes essential procedural rules, forms and guidance issued by the Administrative Court. As in the previous edition, both the Civil Procedure Rules and Human Rights Act 1998 feature prominently as major influences on the shaping of the case-law. Attention is also given to impact of the Supreme Court. Here Michael Fordham casts an experienced eye over the Court's work in the area of judicial review, and assesses the signs from a Court that will be one of the key influences in the development of judicial review in the modern era. The author, a leading member of the English public law bar, and now has been involved in many of the leading judicial review cases in recent years and is the founding editor of the Judicial Review journal.

Download or read book Green Wedge Urbanism written by Fabiano Lemes de Oliveira and published by Bloomsbury Publishing. This book was released on 2017-02-23 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: As towns and cities worldwide deal with fast-increasing land pressures, while also trying to promote more sustainable, connected communities, the creation of green spaces within urban areas is receiving greater attention than ever before. At the same time, the value of the 'green belt' as the most prominent model of green space planning is being widely questioned, and an array of alternative models are being proposed. This book explores one of those alternative models – the 'green wedge', showing how this offers a successful model for integrating urban development and nature in existing and new towns and cities around the world. Green wedges, considered here as ducts of green space running from the countryside into the centre of a city or town, are not only making a comeback in urban planning, but they have a deeper history in the twentieth century than many expect – a history that provides valuable insight and lessons in the employment of networked green spaces in city design and regional planning today. Part history, and part contemporary argument, this book first examines the emergence and global diffusion of the green wedge in town planning in the late 19th and early 20th centuries, placing it in the broader historic context of debates and ideas for urban planning with nature, before going on to explore its use in contemporary urban practice. Examining their relation to green infrastructures, landscape ecology and landscape urbanism and their potential for sustainable cities, it highlights the continued relevance of a historic idea in an era of rapid climate change.

Book Department for Environment Food and Rural Affairs

Download or read book Department for Environment Food and Rural Affairs written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2007-10-30 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Biodegradable materials in landfill sites, such as food, vegetation and paper, generate methane and other emissions to the soil and water which can be harmful to health. The European Union introduced a Directive in 1999 which set maximum allowances for the tonnage of biodegradable municipal waste that each Member State could send to landfill from 2006 onwards. Waste collection and disposal is a key responsibility of the 388 local authorities in England, and the Department for Environment Food and Rural Affairs (DEFRA) has to work closely with them to enable the United Kingdom to comply with this Directive. Non-compliance could result in a fine of up to £180 million a year. The UK's historic reliance on landfill led to a four year extension to the timetable, but DEFRA took no effective action until 2003. Although 2005-06 saw a reduction of 2.3 million tonnes against the previous year, a further reduction of 4.9 million tonnes will be required to comply with the 2013 maximum allowance set by the EU. Much of the progress made has involved an increase in recycling, due to the public's enthusiasm, but manufacturers and retailers continue to use large amounts of packaging. Recycling alone will be insufficient to comply with the Directive, and new infrastructure - energy-from-waste plants which incinerate, anaerobically digest, or compost waste to generate electricity - will be necessary. But such plants are unpopular and typically take nine years to become operational, and there is a significant risk that many will not be ready in time.

Book Refuse collection

This book was released on 2007-10-11 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Responsibility for household refuse collection and disposal belongs to around 400 local authorities in England and the historical development of such a disparate system means practice varies widely on timing and frequency and the types of materials collected and recycled. EU landfill restrictions, designed to combat climate change, have driven a shift towards greater recycling as councils seek to avoid paying substantial fines. The Committee's report examines the range of collection methods used and how these can help reduce the amount of municipal waste sent to landfill, financing aspects of refuse collection, waste planning, financial incentive schemes and the 'polluter pays' principle. The report finds that there is no single waste collection system suitable for all local authorities across England, given the range of local circumstances, but the challenges posed do require a national response driven by a clear vision energetically communicated from central government. This includes the need: for best practice guidance on information provision to householders on collection methods (particularly alternative weekly collections); to promote greater awareness in households of the need for food waste reduction; and to prioritise performance improvement in waste management within the Government's new local government performance framework. Other recommendations include the need for further research into the public health impacts of alternate weekly collections in order to satisfy public concerns over the increased risk of vermin and pests; and for wider application of the colour-coded recycling system developed by WRAP (the Waste and Resources Act Programme) to help reduce the differences in recycling practice across local authority boundaries. The Committee supports the ability of councils to form joint authorities but raises concerns over the Government's current plans for financial incentive schemes for recycling. It also recommends that, given the majority of waste is produced by commercial, industrial and construction industries, the programme of affordable recycling services for businesses is needed, especially for SMEs.
