Book excerpt: The Dynamic Commitment Wargame Series, in support of the Quadrennial Defense Review (QDR), provided an innovative and effective means of evaluating the suitability of projected U.S. forces to respond to the range of challenges in the defense environment anticipated by the Joint Strategy Review. The Dynamic Commitment Wargame Series informed participants regarding the expected future demand on forces, such that Services were better able to articulate the effect of the examined force options. Key findings included: The projected U.S. Force (POM Force) is suitable, though stressed, to execute the strategy. The POM Force is the Program Objective Memorandum five-year proposal of each Service that translates requirements and resources into forces, manpower and material. Forward presence remains a cornerstone of strategy execution. The current force structure is fragile. Preserving the effectiveness of uniquely configured platforms or units in the face of force reductions, must receive careful consideration. Despite recognized limitations, the potential for the Dynamic Commitment gaming methodology is significant, including its ability to allow examination of near-term alternative force structures.

Held in Bonn from 2 to 4 December 1984, this workshop was to provide a forum for the dis cussion, at a non-political expert level and in the light of available analysis results, of proposals for the improvement of NATO's conventional defense capabilities. In addition, it aimed at arriving at some recommenda tions as to which of these proposals deserve to be studied further and what methodological deficiencies must be alleviated and information gaps closed for an adequate assessment. The idea to organize this workshop has been discussed ever since 1980 with several defense systems analysts in the US and the UK who shared the opinion that, with a view to the immense global build-up of the Soviet threat on one hand and the stringency of defense resources in most NATO countries on the other, there is no reason that could permit us to dismiss any proposal promising improvement without careful study.

Bush maintained in his address of 20 September 2001, that the successful prosecution of the war against terrorism will require the judicious use of 'every resource at our command - every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war'. Unlike the Cold War, the War on Terrorism is neither a battle against some ideology nor bounded by physical boundaries or conventional political units such as nation-states. The War on Terrorism is the internationalisation, or rather, globalisation of previous wars. Terror is not a nation, and the enemies in such wars are not nations; any regime such as Libya simply by repudiating terrorism, can become an ally of the anti-terror coalition. Regimes that continue to practice terrorism against domestic opponents qualify to participate in the wider war if they conform to certain norms in external affairs. The 28 articles reprinted here consider aspects of that most amorphous of animals - the War on Terrorism. They do not set out to provide all of the answers; nor do they radiate a unified vision of what constitutes the war on terrorism; the pieces begin from a range of political and intellectual outlooks. Taken as a group, however, the difficulties of determining the limits and nature of the war on terrorism receive important attention. The authors address several major themes within the war on terrorism: what falls within its perimeters, its shifting manifestations, implications, responses and future directions.

Members of Le Gang de la Clé de Singe always leave a special calling card: a yellow flag emblazoned with a black skull and crossed wrenches hung around their victim's neck. They are ruthless and show no mercy, be it man or woman there are no exceptions. The gang is considered by every nation to be pirates and outlaws leaving them constantly on the run to continue to fight the self-righteous belief that the world is ours to destroy.
