This research paper will evaluate the financial differences between the current military retirement system and the new Blended retirement system which takes effect January of 2018. Three critical decision points in a military physicians career will be analyzed to determine the positives and negatives of the new system on financial benefit. Book excerpt: "The National Defense Authorization Act of 2016 created a new military retirement structure called the Blended Retirement System, transforming a legacy system that had remained largely unchanged for nearly 70 years. The new system is designed to ensure a greater percentage of service members leave with a portable retirement benefit by changing the vesting point from 20 to two years of service. While this may seem like a great concept for the active duty military services, attracting more young recruits who may not be interested in staying for a full career, the concern is that it will impact recruiting and retention efforts for the reserve components. This paper compares and contrasts the three different retirement systems that are now available as of 1 January 2018. It then analyzes recruiting and retention, both broadly for the United States Military and specifically for the Air Force Reserve. Finally, the paper recommends instituting a career milestone bonus (with multiple payout options) to help mitigate some of the expected effects of the new retirement system. It is important to note that all data in this paper is based on past research and models of years of service with respect to retirement. With the new Blended Retirement System in its infancy, the paper attempts to make an educated guess about what people might do but it is hard to predict human behavior and what might influence their decision calculus. It is certainly easier to identify the existence of a problem than its underlying causes. While this paper focuses on the Air Force Reserve, correlations can likely be tied to all of the Department of Defense's reserve components."--Abstract.

This book examines why. Integrating policy history, theory, and practice, Twenty Years of Service provides the most comprehensive examination of US military pension policy in a generation. Brandon J. Archuleta sets the stage with an exploration of the rise, evolution, and transformation of the veterans’ policy subsystem from the American Revolution through World War II. Book excerpt: This report examines the impact of the new military blended retirement system (BRS) on various U.S. Marine Corps force management objectives (FMOs). We estimated the effect of the retirement system changes on active component (AC) and reserve component (RC) force profiles and personnel costs and the financial impact on individual AC Marines. Our results depend on assumptions about personal discount, BRS opt-in, Thrift Savings Plan contribution, and return-on-investment rates. Our baseline estimates of the effects on FMOs use the assumptions in the Military Compensation and Retirement Modernization Commission (MCRMC) final report. We tested the sensitivity of our estimates to changes in the MCRMC assumptions and found that enlisted force profiles change very little, while enlisted personnel cost-saving estimates are more varied. Estimates for AC officer FMOs are more sensitive to changes in the assumptions.
