Book excerpt: This study examines U.S. riverine force operations in the Vietnam War to determine why the force was established, how and why it evolved, and what significance it held for the war as a whole. This study begins with Operation Game Warden, continues through Mobile Riverine Force operations, and ends with the completion of the SEALORDS campaign. The impetus for this research arose from the current debate in Washington as to whether or not the U.S. military has a real need for riverine forces and if those forces should be "stood up" today. Looking back through history gives an opportunity to view past riverine warfare conducted by the American military and determine the contributions such operations have made to the overall conduct of wars. This study shows that riverine operations have been crucial to success in certain environments in the past and points to their possible use in similar environments today. This study measures the effect of U.S. riverine operations in Vietnam and evaluates the contribution this type of force made to our war effort in that environment. This study promotes the use of Task Force 194, which conducted the SEALORDS campaign, as the model for establishing U.S. riverine forces today. This study points out that the nucleus of a riverine force must be maintained, doctrine modernized, and crew currency maintained in order to have any reasonable expectation for success at the outset of future riverine conflicts.

Book excerpt: More than 174,000 sailors served in South Vietnam between 1960 and 1972.1 At the height of the U.S. Navy's involvement in South Vietnam, the Navy's coastal and riverine forces included more than 30,000 sailors and over 350 patrol vessels ranging in size from riverboats to destroyers.2 Naval Forces Vietnam, the Navy's major South Vietnam command, also operated minesweepers, floating barracks and maintenance ships, a fleet of maritime patrol aircraft, and helicopter gunships. Shore facilities included one of the largest and finest ports in the world, Cam Ranh Bay, as well as many smaller bases spread out along the 1,200-mile coastline of South Vietnam and its major rivers.Besides being large and resources-intensive, the Navy's war in South Vietnam was a stark departure from the oceanic or "blue water" operations that characterized much of the U.S. Navy's 20th-century history. The capital ships of the "brown water" (riverine) and "green water" (coastal) navy were not battleships, ballistic missile submarines, or aircraft carriers but small boats, many of which were converted World War II-era landing craft or modified commercial craft. Vietnam was a decidedly low-tech, manpower intensive operation--an anathema to a navy focused on fleet operations and cutting edge technology. Among them was the necessity of bolstering French influence in the area in the face of mounting communist expansion. This expansion was intensified by the outbreak of the Korean War, making it necessary for the United States to revamp its Southeast Asian policy. During the French era, control of Vietnam's rivers, streams and canals became necessary. This led various factions to develop specialized military units heavily dependent on new types of river craft that could traverse the myriad waterways in Vietnam. The focal point of this study is a new assessment of the conduct of river warfare. Drawing on little-known French, Vietnamese and American sources and materials, it sheds light on an important aspect of the Vietnam War. Chapters also detail numerous aspects of river warfare not generally covered in other books on the subject.
