Side by side with these were the large questions of modern theology, the results of recent study of the Bible, the personality of Jesus, the psychological and philosophical foundations of belief, the interpretation of man's moral nature. To the friends at Berlin who organised the meetings with such unwearied devotion the warmest thanks of the foreign members are due. The noble and lovely music, the inspiring religious services, the delightful sense of international good-will, would alone have rendered the Berlin gathering most memorable. May this volume recall to those who were present the deep impressions of a united purpose which were there created, and awaken in others the consciousness of fraternal sym pathy in faith and hope. This difficulty actually occurred between 1862 and 1866, but a clause of the constitution authorizing the Government, in the event of the budget not being voted in time, to continue levying the taxes in the proportion indicated by the last budget, gave them a terrible advantage. On the other hand, whilst powerless to prevent the Government from levying taxes, the Lower House has the right of forbidding it to spend the money raised, and it was upon this strange contradiction that the whole conflict from 1862 to 1866 turned. The ministry invoked the practice of twelve years, during which period affairs had been carried on for six months of the year without a legal budget, maintained that as the law was silent on the point the absolute power of the King came into force and argued moreover that no branch of the legislature would pretend to arrest the march of public affairs and to bring the various administrations to a standstill by suspending the payment of the functionaries. But these questions were all settled one way, and Count Bismarck summed up the situation of the contending parties when he observed, If a compromise is not effected a conflict will arise, and as the life of the State cannot stand still, the conflict will resolve itself into a question of strength. But in the three chief centres of commercial activity - the United States, France, and England - there is an obvious increase of prosperity, and of prosperity that is solid and based on the only ground that makes prosperity solid, the application of an abundant capital to the production of what is really wanted. How abundant capital is has been clearly shown in the closing months of the year that has passed by the great rise in the price of existing safe securities, and by the low rate at which sound borrowers, like Liverpool and India, have been able to get money. Although most of our great in dustries have been reviving, they have been reviving slowly, and no new capital has been required for them. Nor is it likely that the New Year will see any great in flation of prices. There is, of course, always the home market, and general prosperity at home keeps up the prices of all things needed here. But the great days of English inflation were days in which we got outsiders to take our goods at high prices in consideration of our lending them the money to pay us with.
