Book excerpt: These records include volumes of press clippings and releases (1958-1968), materials compiled for entries submitted for the American Bar Association's Award of Merit competitions (1946, 1947, 1953, 1957,1959, 1962); and certificates of award and recognition. Prominent in the press materials is documentation of the Iowa State Bar Association's role in passage of the 21st amendment to Iowa's constitution which replaced the partisan election of judges with the American Bar Association plan for non-political selection and tenure. Iowa was the first state to adopt the plan for all trial courts of general jurisdiction as well as its state Supreme Court. The ISBA was instrumental in researching and drafting the amendment, securing approval by the Iowa general assemblies in 1959 and 1961, and conducting a public information campaign to win popular support. Copies of the 1962 Award of Merit entry in this collection further detail the ISBA's efforts in securing a favorable vote on the amendment.

Excerpt: ...twelve years, and before him many contested cases were tried, and his son John imbibed a taste for law. The mother died in 1854. John lived on his father's farm till he was eighteen years old. He attended the public schools and the high school at Chesterville, and then entered Dennison University at Granville, Ohio. After the opening of the war of the rebellion he enlisted in Company E, One Hundred and Twenty-first regiment Ohio infantry. After eighteen months' service he was discharged on account of disability, weighing but seventy pounds when he left the service. After he became strong enough he returned to college and took a classical course. graduating in 1870. He studied law with Major James Olds at Mount Gilead, and was admitted to the bar in 1871. Coming Vest and settling at once at Cedar Rapids. he began a general practice. which he carried on alone ten years; then. in 1881, formed with Major Milo P. Smith a partnership which continued five years. and one year later formed with Mr. Varren Harman. the present--1901--finm of Powell & Harman. Mr. Powell has been connected with many important cases, and has had charge of the settlement of numerous estates involving large amounts. and in recent years has devoted much time and attention to corporation practice. In political faith he has always been a Republican. He served three years as city attorney and was six years a member, and three years president, of the city school board. Mr. Powell has been a stockholder and director in the Iowa Savings bank, and the American and Bohemian Savings bank, and vice-president of the Peoples Savings bank, all of Cedar Rapids.
