Chinese President Xi Jinping's signature foreign policy endeavor, BRI has the potential to meet developing countries' needs and spur economic growth, but its implementation creates risks that outweigh its benefits. Unless the United States offers an effective alternative, China could reorient global trade networks, set technical standards that would disadvantage non-Chinese companies, lock countries into carbon-intensive power generation, increase its political influence over countries, and acquire power projection capabilities for its military. The COVID-19 pandemic has made a U.S. response more urgent as the global economic contraction has accelerated the reckoning with BRI-related debt. China's Belt and Road: Implications for the United States proposes that the United States respond to BRI by putting forward an affirmative agenda of its own, drawing on its strengths and coordinating with allies and partners to promote sustainable, secure, and green development.

Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.

The BRI is considered China's central geopolitical and geo-economic project in the era of President Xi Jinping. Through this work, the author aims to contribute to filling some research gaps, such as the lack of depth in studies of individual BRI projects and the underconsideration of processing narratives in participating countries. The guiding question is the extent to which the BRI is a political or hegemonic project of the CCP-directed state-civil society complex in East Africa. To answer these questions, databases of international organizations and policy documents are analyzed. In addition, the author conducts a qualitative content analysis of newspaper articles from local media houses in the countries of Ethiopia, Kenya, and Tanzania to examine three infrastructure projects. The work illustrates that the BRI contributes to increasing connectivity in East Africa. At the same time, the compression of economic relations and the implementation of infrastructure projects in East Africa lead to numerous consequences and contour a hegemonic project.

Nearly every Chinese province, city, major business, bank, and university have been mobilized to serve it, spending hundreds of billions of dollars overseas building ports and railroads, laying fiber cables, and launching satellites. Using a trove of Chinese sources, author Eyck Freymann argues these infrastructure projects are a sideshow. OBOR is primarily a campaign to restore an ancient model in which foreign emissaries paid tribute to the Chinese emperor, offering gifts in exchange for political patronage. Xi sees himself as a sort of modern-day emperor, determined to restore China’s past greatness. Many experts assume that Xi’s nakedly neo-imperial scheme couldn’t possibly work. Freymann shows how wrong they are. China isn’t preying on victims, Freymann argues. It’s attracting willing partners—including Western allies—from Latin America to Southeast Asia to the Persian Gulf.
