Book excerpt: Excerpt from The Bankers' Clearing House: What It Is and What It Does IT is with great pleasure that I accede to Mr. Matthews request that I should write a preface to his book on the London Bankers' Clearing House, for I have had the good fortune to have had his assistance as Chief Inspector of the Clearing House during the whole of my fifteen years' tenure of the Honorary Secretary ship. Nor did his services to the Clearing House begin then. It was in 1891, nearly thirty years ago, that Mr. Matthews first took office at the Clearing House, and for some time before that date he had been head clearer for Messrs. Barclay Co. No one, therefore, can have better qualifications for writing a history and an explanation of the work done by the Bankers' Clearing House than he has, and having read what he has written I think that he could not have put the first few months of his leisure on his retirement to better use than to have compiled this long needed book. The work done by the Bankers' Clearing House is essential to the financial welfare of this country. Without its institution the growth of the cheque as the main currency of this country could not have taken place. Yet its origin was of the simplest, arising as it did from the constant desire of man to save himself trouble. A few clerks, tired with tramping the streets from bank office to bank ofiice, bored with. The waiting at each office which ensued, determined to meet punctually for lunch and a glass of beer at a well-known chop house, and there to exchange the cheques that they should have left at the various offices. Book excerpt: Excerpt from The New York and London: Clearing House Systems With Valuable Statistics There is a measure which, though belonging to the administration of banks, rather than to legal enact ments, is suggested on account of its great importance. Few regulations would be more useful in preventing dangerous expansions of discounts and issues on the part of the City banks, than a regular exchange of notes and checks, and an actual daily or semi-weekl payment of the balances. It must be recollected that it is by this process alone that a Bank of the Uni ted States has ever acted or been supposed to act as a regulator of the currency. Its action would not in that respect he wanted in any city, the banks of which would, by adopting the process, regulate themselves. It is one of the principal ingredients of the system of the banks of Scotland. The bankers of London, by the daily exchange of drafts at the Clearing House, reduce the ultimate balance to a very small sum, and that bal ance is immediately paid in notes of the Bank of Eng land. The want of a similar arrangement among the banks of this city, produces relaxation, favors improper expansion, and is attended with serious inconvenience. The principal difliculty in the way of an arrangement for that purpose, is the want of a common medium other than specie, for effecting the payment of balances. These are daily fluctuating, and a perpetual drawing and redrawing of specie from and into the banks, is unpopular and inconvenient. Excerpt: ... making exchanges shall be o'clock a. m. of each business day, when the Clearing House clerks from the several member banks shall report with their respective demands, separately made out against each member in detail and the totals summed up. The work of clearing shall not be delayed longer than five minutes after a. m. on account of the failure of any bank to be represented at that time. At...... o'clock the settling clerks shall return for settlement, when the manager shall issue his checks or warrants upon the debtor banks in favor of creditor banks for the balances, which checks shall immediately be presented, and on presentation be settled by the debtors to the satisfaction of the creditors in whose hands only they are available. "(10) A number shall be permanently as-Numbers signed to each member. These numbers shall be assigned on the seniority basis; the oldest bank a member being given number one and the second oldest number two, etc. "(n) In case of failure on the part of any Default member of the Association to pay promptly the checks of the manager to cover balances arising from the exchanges, such checks shall be immediately returned to the manager, who shall call upon the other members to make up the sum for which payment has been refused in proportion to the amount of items upon the defaulting member sent into the Clearing House at the preceding exchange, which sums so furnished shall constitute a claim in the hands of the responding members and all checks received from the Clearing House by the defaulting member shall be delivered, if required, to the members owning the same without mutilation. The author has endeavored to give a picture of the banks of New York as they are; to describe the duties of the officers and clerks, and their daily experience in transacting business with the dealers; also to describe the conduct of dealers in their intercourse with banks. Some of the scenes presented may seem extravagant, and perhaps would be accepted as caricature, if not vouched for as literally true. The errors of the book are not, at least, in that direction. The real exaggerations of fact and manner, if rendered with the exactness of a daguerreotype, could hardly fail to excite a suspicion of designed caricature. A considerable part of the author's purpose has been to give a general knowledge of the method of bank book-keeping. It would be impossible to do this thoroughly, without running into the dullest of details. Any person of intelligence and vivacity will supply the omissions or oversights under this head.
