Book excerpt: This paper presents Bolivia’s Request for Purchase Under the Rapid Financing Instrument (RFI). Bolivia has requested a purchase under the RFI to cover the urgent balance of payments need arising from an ongoing shift in its terms of trade, slowdown in capital flows, and sudden increase in health care expenditure needs, precipitated by the coronavirus disease 2019 epidemic. The IMF staff assess that Bolivia meets the eligibility requirements for the RFI. Public debt is sustainable, and Bolivia has adequate capacity to repay the IMF. The epidemic will have a substantial impact on Bolivia’s economy, constraining domestic output, reducing export demand, lowering the price of its principal exports, curtailing external financing flows, squeezing fiscal revenues, and increasing expenditures for public health and social support. In IMF staff’s view, Bolivia’s debt remains sustainable over the medium term and, while the outlook remains highly uncertain, Bolivia maintains an adequate capacity to repay the IMF. The IMF staff therefore recommend Board approval of Bolivia’s request for a purchase under the RFI of 100 percent of quota.

The Bolivian authorities have focused their efforts on restoring economic and social stability, strengthening the banking and corporate sectors, and establishing the basis for sustained growth. In support of their economic program for 2003, the authorities have requested an SBA equivalent to 50 percent of quota (SDR 86 million). At the same time, the authorities continue to develop a broader set of medium-term structural reforms, for which they plan to seek support through an arrangement under the Poverty Reduction and Growth Facility as soon as possible.

Book excerpt: This paper examines the impact of the new financial services law in Bolivia—including credit quotas and interest rate caps—on financial stability and inclusion. So far, credit to “targeted” sectors is growing as intended by the law but the increase in the average loan size of microfinance institutions and the declining number of borrowers point to potentially adverse effects of the interest rate caps on financial inclusion. Looking ahead, while the new law contains many good provisions, international experience suggests that promoting financial access through credit quota and interet rate caps is very challenging. Indeed, trying to meet the 2018 credit target for the productive sectors and social housing could imply the build up of significant financial stability risks. These will need careful monitoring and possible modifications to the credit quotas and interest rate caps.
