It argues that the relational dynamics between technical assistance provider and recipient affects the legitimacy of policy norms travelling from the ‘international’ to the ‘domestic’. Beginning from the constructivist position that ‘development’ is a social construct, the author contends that successful policy movement via technical assistance depends on the recipient’s perception of the validity of policy reforms, with perception being influenced by the way those ideas and practices are presented, packaged, and transferred. In advancing this argument, Bazbauers analyses four pillars of World Bank technical assistance: technical assistance components (advisory services incorporated within lending operations), stand-alone technical assistance projects (projects designed to solely deliver technical assistance), survey missions (activities involved in measuring the development status of developing countries), and training institutes (the courses of the Economic Development Institute and World Bank Institute).

This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

Book excerpt: This paper analyzes the contribution made by IDA-financed technical assistants to institutional development in macro-economic policy formulation in Togo during 1983-85. The Government's comprehensive policy response to a deteriorating economic and financial situation is presented with emphasis on the role of technical assistance. The performance of the resident technical assistants financed by IDA is reviewed. Institutional development has overall been limited because technical assistants have been absorbed by current operational tasks. On the basis of the mixed experience so far, the paper goes on to make recommendations to improve the contribution of technical assistance to institutional development in macro-economic policy formulation. Clear objectives and a receptive framework are cited as key factors. Different instruments are needed depending on whether technical assistance is aimed at performance of tasks, facilitation of processes or promotion of institutional development.

By most measures, the development of the NBFI sector in Ukraine lags far behind that of recent accession countries in Central Europe. To address the main impediments facing the development of the sector, the Ukrainian authorities need to implement a strategy based on six main pillars: 1) strengthen the capacity, independence, funding, and accountability of the NBFI regulators; 2) develop money markets, government bond markets, and municipal bond markets; 3) restructure equity markets; 4) accelerate the introduction of funded pension schemes, and improve transparency and consumer protection in the insurance industry; 5) radically transform corporate governance; and 6) broaden access of NBFI finance.
