Muzaffar al-Din Shah sought to remedy this situation by permitting the entry of the private sector into the field of modern education and in 1899 the first Baha'i school was established in Tehran. By the 1930s there were dozens of Baha'i schools. Their high standards of education drew many non-Baha'i students, from all sections of society.Here Soli Shahvar assesses these 'forgotten schools' and investigates why they proved so popular not only with Baha'is, but Zoroastrians, Jews and especially Muslims. Book excerpt: The nineteenth century was a time of significant global socioeconomic change, and Persian Jews, like other Iranians, were deeply affected by its challenges. For minority faith groups living in nineteenth-century Iran, religious conversion to Islam - both voluntary and involuntary - was the primary means of social integration and assimilation. However, why was it that some Persian Jews, who had for centuries resisted the relative security of Islam, instead embraced the Baha'i Faith - which was subject to harsher persecution that Judaism? Baha'ism emerged from the messianic Babi movement in the mid-nineteenth century and attracted large numbers of mostly Muslim converts, and its ecumenical message appealed to many Iranian Jews. Many converts adopted fluid, multiple religious identities, revealing an alternative to the widely accepted notion of religious experience as an oppressive, rigidly dogmatic and consistently divisive social force. Mehrdad Amanat explores the conversion experiences of Jewish families during this time. Many converted sporadically to Islam, although not always voluntarily. The most notorious case of forced mass-conversion in modern times occurred in Mashhad in 1839 when, in response to an organized attack, the entire Jewish community converted to Shi'i Islam. A contrast is offered by a Tehran Jewish family of court physicians who nominally converted to Islam and yet continued to openly observe Jewish rituals while also remaining intellectually sympathetic to Baha'ism. Many petty merchants and pedlars, in a position to benefit from Iran's expanding market, migrated from ancient communities to thriving trade centres which proved fertile grounds for the spread of new ideas and, often, conversion to Christianity or Baha'ism. This is an important scholarly contribution which also provides a fascinating insight into the personal experiences of Jewish families living in nineteenth-century Iran.

When a state uses violence systematically against unarmed victims, with the purpose of generating fear and communicating a message to a group beyond the immediate victims, this steps outside the bounds of legitimate use of violence. The Islamic Republic of Iran (IRI) has engaged in such acts of violence against the Baha'i community in that country. In this study, a working model of state terrorism is devised and the following central research question is addressed: do the strategy and tactics utilized by the IRI and/or its proxies against Iranian Baha'is constitute state terrorism? This qualitative study adopts a Mixed Approach Design. Eighteen Iranian Baha'i and non-Baha'i emigrants were purposively sampled and interviewed. In-depth interview data was triangulated and validated using structured data sources. Data analysis drew on the systematic-combining approach (Dubois & Gadde, 2002) whereby the original theoretical frame weighed against emergent findings. This exploratory study produces empirical evidence to suggest that Iran is a terrorist state: Iranian Baha'is are subjected to acts and/or threats of violence stemming from the state or its surrogates; the responsibility to protect norm is not applied to Baha'is; and, the IRI tries to invoke fear in and beyond the Iranian population to isolate and silence Baha'is. State terrorism claims many more victims than insurgent terrorism, yet the former concept is seldom mentioned in terrorism studies (Stohl, 2008). The onus is on researchers to identify cases of state terrorists and hold the perpetrators to account at the international level. A special case can be made, based on the empirical evidence, for the creation of an international convention on state terrorism that would hold state governments, like the IRI, responsible for carrying out terroristic acts of violence against segments of their population."

Set against the background of the turmoil in the social and economic conditions in Iran, the book stretches across the period of the leadership of the Baha'i community by Baha'u'llah and 'Abdu'l-Baha. The book traces the developments in the Iranian Baha'i community as it emerged from the Babi community and, under the guidance of Baha'u'llah and 'Abdu'l-Baha, became less parochial and more global in its outlook, seeking education and raising the position of women in its local communities. By the period of the leadership of 'Abdu'l-Baha, these communities were making a notable difference, with the establishment of modern schools, the promotion of the education and social role of women, the development of health facilities and the building of modern public baths. In all these areas the Baha'is were at the forefront of modernity and development in Iran. However, each upsurge in the activities of the Baha'i community resulted in an upsurge of persecution. This book is an important contribution to the knowledge of the early days of the Baha'i Faith, the development of the largest non-Muslim minority in Iran and the emergence of modernity in the Middle East.
