Book excerpt: Excerpt from The Bacteriology of Surface Waters in the Tropics In the year 1909 an appendix to the annual report of the King Institute of Madras was published by myself and my assistant. This work described the commencement of our study on the bacteriology of drinking water-supplies in Madras and contained great deal of extremely interesting material collected over a period of about 12 months. Had it not been for the fact that my stay in Madras was rapidly drawing to a close, these results would certainly not have been published at the time they were; another year's work would have greatly increased the value of the report. The study of the bacteriology of drinking water has been continued both of the King Institute in Madras and in my own laboratory in Bengal for a period of about 4 years. Hence it appeared to us desirable to re-write the Madras report and to bring it up to date in the light of the experience gained recently. As my assistants (Assistant-Surgeon T. Seethapathy Aiyar, L. M. & s.. and V. Govindaraju Mudaliyar, B.A.) participated in the original report, they must be mentioned as coworkers in this small book. The latter of these gentlemen has subsequently come as my Head Assistant in my laboratory in Bengal and is largely responsible for the results reported in this book. Countries that are more technologically advanced have experienced a significant reduction in water borne morbidity within the last 100 years: This reduction has been achieved through the application of effective technologies for the treatment, disinfec tion, and distribution of potable water. However, morbidity resulting from the ingestion of contaminated water persists globally, and the available ep idemiological evidence (Waterborne Diseases in the United States, G. F. Craun, ed. , 1986, CRC Press) demonstrates a dramatic increase in the number of waterborne outbreaks and individual cases within the United States since the mid-1960s. In addition, it should also be noted that the incidence of water borne outbreaks of unknown etiology and those caused by "new" pathogens, such as Campylobaeter sp. , is also increasing in the United States. Although it might be debated whether these increases are real or an artifact resulting from more efficient reporting, it is clear that waterborne morbidity cannot be ignored in the industrialized world. More significantly, it represents one of the most important causes of illness within developing countries. Approxi mately one-half the world's population experiences diseases that are the direct consequence of drinking polluted water. Such illnesses are the primary cause of infant mortality in many Third World countries.

These criteria are to accurately reflect the latest scientific knowledge (a) on the kind and extent of all identifiable effects on health and welfare including, but not limited to, plankton, fish shellfish, wildlife, plant life, shorelines, beaches, aesthetics, and recreation which may be expected from the presence of pollutants in any body of water including ground water; (b) on the concentration and dispersal of pollutants, or their byproducts, through biological, physical, and chemical processes; and (c) on the effects of pollutants on biological community diversity, productivity, and stability, including information on the factors affecting rates of eutrophication and organic and inorganic sedimentation for varying types of receiving waters. In a continuing effort to provide those who use EPA's water quality and human health criteria with up-to-date criteria values and associated information, the document was assembled. The document includes summaries of all the contaminants for which EPA has developed criteria recommendations.
