After 1963 the military became increasingly dominant until Hafiz al-Asad came to power in 1970. Since then the Party has been less dominant internally but Syria itself has established a pivotal position in regional affairs. The book concludes by reviewing the prospects for Syria after Asad and the potential for a Ba’thist revival.

Book excerpt: This thesis looks at the history of the Syrian Baʹth Party in the context of changes in the modern Arabic language prompted by the spread of European power and influence in the Middle East. It examines the cultural and political context of the Party's founding and the ways in which the authors of its ideology popularized their platform of Arab unity and the impact they had on Arabic political discourse in the process. Taking the Party's principle policy documents as a point of departure, this study attempts to identify the core lexicon of Ba'th ideology and trace the intellectual genealogy of each of it constitutive terms. Despite comparatively humble origins, the Baʹth Party rapidly grew into an influential international organization within two decades of its founding. Historians of modern Syrian political history have long noted discrepancies of doctrine and practice between the Party's formative years and the period following its ascendency to power in Syria in 1966. By examining continuities of language and discourse between these two periods, this study asserts that the Party's founding ideologues, though unsuccessful in their ambitions of achieving national Arab unity under the banner of socialism, accomplished nevertheless a lexical revolution in the language of politics in Syria that persists until today.

Batatu focuses mainly on the twentieth century and, in particular, on the Ba`th movement, the structures of power after the military coup d'état of 1963, and the era of îvfiz al-Asad, Syria's first ruler of peasant extraction. Without seeking to prove any single theory about Syrian life, he offers a uniquely rich and detailed account of how power was transferred from one demographic group to another and how that power is maintained today. Batatu begins by examining social differences among Syria's peasants and the evolution of their mode of life and economic circumstances. He then scrutinizes the peasants' forms of consciousness, organization, and behavior in Ottoman and Mandate times and prior to the Ba`thists' rise to power. He explores the rural aspects of Ba`thism and shows that it was not a single force but a plurality of interrelated groups--prominent among them the descendants of the lesser rural notables--with different social goals and mental horizons. The book also provides a perceptive account of President Asad, his personality and conduct, and the characteristics and power structures of his regime. Batatu draws throughout on a wide range of socioeconomic and biographical information and on personal interviews with Syrian peasants and political leaders, offering invaluable insights into the complexities of a country and a regime that have long been poorly understood by outsiders.

Drawing on the example of the General Union of Syrian Women (founded in 1967), Esther Meininghaus offers new insights into how the Syrian Ba'thist regimes attempted to move beyond mere satisfaction with the compliance of the citizenry and to consolidate their rule amongst the local population. Meininghaus argues that this was partially achieved through providing welfare services delivered by the Union as one of the state-led mass organisations. In this way, she suggests, these regimes did not only aim to undermine opposition and to create the illusion of consent, but they factually catered to local needs and depended on consent. Based on archival material, interviews and statistics, Creating Consent in Ba'thist Syria will shed new light on mass organisations as a crucial institution of Ba'thist state building and, more broadly, the construction of the Asad regimes.
