It has at least twice in recent years: in 1986, when the ""Waldheim Affair"" was debated worldwide, and in 1999, when the Austrian Freedom Party (FPOe) under Joerg Haider received 27 percent of the vote in national elections. Established by former Nazis for former Nazis, the FPOe entered the mainstream of Austrian politics when it became part of a coalition government. This volume explores whether its rise is a uniquely Austrian phenomenon or corresponds to broader social and political changes in Europe.Parallels to Haider's party can be found in other European countries. Its anti-immigration agenda and rhetoric are similar to those of the French FN, the Belgian Vlaams Bloc, and the Italian Lega Nord. And its anti-European Union posture is similar to the sentiments of the ""anti-Maastrich"" wing of the British conservative party. However, European reaction to the FPOe's rise derives not only from its policies, but its linkage to past suspicions that the Austrians have not learned the lessons of history as had the Germans. The FPOe's success strengthened that impression. In response, 14 European Union governments downgraded their bilateral relations with the Austrian government to a purely technical level. Although the sanctions were lifted in September 2000, the spotlight is still very much on Austria, and concern about the FPOe remains high.This important volume contains eleven chapters by internationally prominent scholars from a broad spectrum of the social sciences. Its cross-disciplinary approach provides perspective on the Haider phenomenon, its rhetoric, and its impact on daily life in Austria. It also analyzes the influence of right-wing populism on politics, culture, and society, and its implications in Austria as well as elsewhere in Europe. The Haider Phenomenon will be of interest to historians, political scientists, those in European studies, and scholars in contemporary political extremism.

In June 1994, a record 66.6 percent of the Austrian population voted in favor of joining the Union, and Austria acceded on January 1, 1995. Only three years later, in the second half of 1998, Austria assumed its first presidency of the European Union. Its competent conduct of the Union's business enhanced its reputation. The sense that Austria was a role model collapsed overnight, after a new conservative People's Party (iVP/FPi) coalition government was formed in Austria in early February 2000. Austria became Europe's nightmare. This volume has two purposes. The first is to assess Austria's first five years in the European Union. The second is Austria's ongoing struggle with its past. In view of the European Union's multi-level and multi-actor polity, the book highlights the complex procedural and institutional set-up of nation states preparing and implementing decisions made by the institutions of the European Community (EC). In looking at the emerging and evolving realities of the European polity, it shows how European institutions and Member States (re-)act and interact in a new institutional and procedural set-up. It explores how governmental and non-governmental actors in different national settings adapt to common challenges, constraints and opportunities for which they are mainly themselves responsible. The book discusses the Belgian policy toward European integration as a significant demonstration of its commitment to multilateralism and international co-operation in security and economic affairs. Attitudes to European integration in Denmark, Germany, Finland, Greece, and Spain are discussed. Tendencies towards 'Europeanisation' and 'sectoralisation' of the ministerial administration during the process of European integration and the typical administrative pluralism of the Italian political system seem to have mutually reinforced each other. Strong multi-level players are able to increase their access and influence at both levels and to use their position on one level for strengthening their say on the other. German and Belgian regions might develop into these kinds of actors. A persistent trend during the 1990s is traced towards stronger national performers, particularly in terms of adaptations and reactions to Maastricht Treaty.

Weak presidents have been distinguished from strong ones by relying on the evaluation of the powers they display according to the constitution. Six Western European countries are analysed: Germany and Italy which present a consistent constitutional design (as weak presidents are elected indirectly), and Austria, Ireland, Finland and Portugal that present inconsistent constitutional design (as weak presidents are elected directly). In contrast to much of the existing comparative works on presidential powers and activism, the book emphasises the role and the use of informal powers beyond that of formal ones. In particular, a definition and a typology of informal powers are provided as well as an empirical investigation on informal presidential activism. The positive outcome of presidential informal interventions are studied by relying on an interactionist approach which combines presidency-centred as well as president centred-explanations. The book argues that when dealing with informal presidential activism the opportunity structure matters but presidential public support matters even more.

Although the notion of sovereignty has been central in the contentious debates triggered by the recent crises in the European Union, it remains strikingly under-researched in political science. This book bridges this gap by providing both theoretical reflections and empirical analyses of today’s conflicts of sovereignty in the EU. More particularly, it investigates conflicts between four types of sovereignty. First, national sovereignty referring to the autonomy of the Westphalian Nation-State to rule on a territory delimited by borders; second, the supranational sovereignty acquired by the EU in a fragmentary fashion in a number of scattered internal and external policy fields; third, parliamentary sovereignty understood as the autonomy of parliaments (at the regional, national and European levels) to take part in the decision making process and control the executive in the name of the principles of election and representation; fourth, popular sovereignty whereby the body politic confers legitimacy to decision makers in a democratic system. Through an analysis of the various crises (rule of law, Brexit, migration, Eurozone crisis), the chapters look at how sovereignty is framed and contested by different types of actors, and how the strengthening or the weakening of certain types of sovereignty contribute to shape preferences regarding policies and governance structures in the multi-level EU. The chapters in this book were originally published as a special issue of the Journal of European Integration.
