Book excerpt: This paper analyzes the possible effects of the sanctions imposed against Russia as a result of the Russia-Ukraine war on bank transfers and business transfers between the Republic of Azerbaijan and the Russian Federation. The existence of extensive economic relations between Azerbaijan and Russia as a country with more expats from Azerbaijan than any other, and being the main export country for Azerbaijan in the non-oil sector coupled with more than 50% of the volume of remittances of individual persons to the country makes this issue worth necessary. The article considers the period of 2018, 2019, 2020, 2021 and January-October 2022. This assessment identified more of the initial effects of the war as war still continues. Using the official statistics of recent years, the effects on these areas are investigated. It seems that the sanctions are already having an increasing effect. The statistics exhibit that there is a significant increase in investments and remittances of individuals from Russia to Azerbaijan, whereas a sharp decrease from Azerbaijan to Russia is observed. This growth will lead to positive dynamics for Azerbaijan in the short term. The situation in trade relations is variable. Although the situation in exports remains relatively stable, there is a significant increase in imports in the first 11 months of 2022 compared to the same period last year. There is also an increase in the total trade turnover compared to last year. In the short term, the sanctions have already had their effect on the banking and business spheres, and this effect has changed more against Russia in the banking sphere.

Book excerpt: This article evaluates the possible effects of the 11th package of sanctions against Russia in the context of the Russia-Ukraine war on Azerbaijan. This study is important because Russia is one of Azerbaijan's main trade partners and Azerbaijan's main export market in terms of non-oil sector exports. So far, 10 sanctions packages have been applied against Russia, although these sanctions have had their effect, Russia has managed to reduce the impact of sanctions by increasing its economic relations with third countries. Within the framework of the prepared 11th sanctions package, sanctions are planned against certain transport, media and other organizations and organizations that indirectly help Russia by registering in the 3rd country. Russia has dramatically increased its economic relations with the countries where the entities included in the 11th sanctions package are registered since the sanctions were imposed. In this package of sanctions, organizations that indirectly trade military industry and technological products with Russia were taken into account. Taking into account the products of this type and the product categories that Azerbaijan trades with Russia, the 11th sanctions package is not expected to have any serious impact on Azerbaijan. In the article, using the statistics of 2021, 2022 and 2023, the change rates of export, import and trade turnover between Russia and Azerbaijan in the last 3 years are given. In the corresponding period of 2023, there was a high increase in trade turnover compared to the same period of the last 2 years.

Book excerpt: The paper attempts to present a framework on analyzing the ninth package of sanctions on Russia in response to the illegal advances of military ocupation in Ukraine that covers the trade channels, banking sector, media, energy sector and individual entities. Azerbaijan in the neighbourhood with close economic interlinkage of spillover channels is exposed to repercussions in economic terms as well. Economic challanges and currency devaluation led the azerbaijani investments to be withdrawn from the russian economy that, to a certain extent, commensurately substantiated the immediate increase of remittances from Russia to Azerbaijan coupled with individuals' own capital. In the year 2022, the gross amount of imports in USD terms from Russia to Azerbaijan increased by around 30% compared with 2021 due the factors associated with increasing price of goods and services, inflation and etc, while exports from Azerbaijan to Russia experienced just a slight surge that to a certain degree stems from weakining purchasing power of ruble and worsening economic conditions.On the other hand, the shrinking oil market that resulted in increasing energy revenues is likely to end that stipulates the need for Azerbaijan to take the recent trends into consideration, particularly upon the introduction of price cap for Russian oil.

Book excerpt: PURPOSE - On March 2, 2022, the United States, Britain, Europe and Canada took significant and unprecedented action to respond to Russia's further invasion of Ukraine by agreeing to disconnect seven Russian banks from the Society for Worldwide Interbank Financial Telecommunication (SWIFT)' global payments messaging system. This decision builds on the wide-ranging and unprecedented packages of measures the United States, Britain, Europe and Canada have implemented in response to Russia's acts of aggression on Ukraine's territorial integrity. These sanctions will have massive and severe consequences for Russia. Although the financial sanctions imposed on Russia, including the SWIFT ban are targeted at certain individuals and institutions as previously mentioned, the profound uncertainty about how these sanctions should be interpreted may create a pattern of risk aversion within the global financial sector. This paper analysed and examined the nature of possible unintended consequences of financial sanctions on Russia to identify how, and how much, the financial sanctions and their implementation - legitimate or otherwise - do in fact contribute to unintended and undesirable outcomes. DESIGN/METHODOLOGY/APPROACH - The analysis took the form of a desk study, which analyzed various documents and reports such as the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) advisories to the public on important issues related to Ukraine-/Russia-related Sanctions; United Kingdom's Foreign, Commonwealth & Development Office advisories to the public on issues related to Ukraine-/Russia-related Sanctions; the Joint Money Laundering Steering Group (JMLSG) Current Guidance on the Prevention of money laundering/combating terrorist financing; Council of the European Union's advisories to the public on important issues related to Ukraine-/Russia-related Sanctions; the Official Journal of the European Union, L 063, 2 March 2022: Document L:2022:063:TOC; Government of Canada's advisories to the public on important issues related to Ukraine-/Russia-related Sanctions; the 2011 and 2013 FATF Guidance on Anti-Money Laundering and Terrorist Financing Measures and Financial Inclusion; and the Financial Action Task Force (2012-2021), International Standards on Combating Money Laundering and the Financing of Terrorism & Proliferation (the FATF Recommendations).FINDINGS - This paper determined that financial sanctions and their implementation - legitimate or otherwise - may create a pattern of risk aversion within the global financial sector when they are misinterpreted. Consequently, banks in the United States and Europe may become increasingly cautious in their handling of financial transactions from all Russian banks, seriously affecting the ability of Foreign Students in Russia to transact with other Russian Banks who have not been removed from SWIFT. Foreign students in Russia may encounter difficulties moving and storing money via the formal banking system, with delays in wire transfers which can last months, frequent requests for additional documents, blockages and occasionally the return of money. This paper concludes by discussing the measures that countries can adopt to mitigate the unintended consequences of the incorrect implementation of the financial sanctions. ORIGINALITY/VALUE - While many have written articles on the financial sanctions imposed against Russia in response to the unprovoked and unjustified invasion of Ukraine on 24 February 2022 and the illegal annexation of Ukraine's Donetsk, Luhansk, Zaporizhzhia and Kherson regions, none of those articles critically analyzed the potential negative impact of the incorrect implementation of financial sanctions by the global financial sector on Russia. This paper analysed and examined the nature of possible unintended consequences of financial sanctions on Russia to identify how, and how much, the financial sanctions and their implementation - legitimate or otherwise - do in fact contribute to unintended and undesirable outcomes. The paper will provide recommendations on how countries can mitigate the unintended consequences of the incorrect implementation of the financial sanctions. This is the only article to adopt this kind of approach.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
