The Program has developed lists of substances that should be given priority for assessment to determine whether they are toxic as defined under Section 11 of the Act. The intent of this document is to provide guidance to those actively involved or interested in the conduct of environmental risk assessments of substances on the second Priority Substances List, published in 1995, which contains 25 substances. It begins with descriptions of the principles and policies adopted by Environment Canada for environmental risk assessments, and of the four stages in such assessments for substances on the second list (initial steps, problem formulation, detailed assessment, and products, approvals, and publishing). Finally, updates on environmental assessments are provided for the substances on the second list.

Book excerpt: The purpose of this report is to address several questions about the performance of the Environmental Health Directorate in toxicity assessments of substances on the Priority Substances List established under the Canadian Environmental Protection Act (CEPA). The questions are addressed through information obtained from structured interviews with federal employees and a review of pertinent documentation. The report first summarizes the origin of the List, the joint management of the assessment process with Environment Canada, and the review approach, and discusses some aspects of the assessments themselves. The report then assesses the quality & scope of the assessments using a sample of eight substances; examines how the assessments accord with the Health Protection Branch's risk assessment & risk management model; and examines the extent & success of communication with other government bodies & the public on CEPA-related matters. This is followed by discussion of the development of control options and what worked or did not work in the assessment process. Finally, recommendations are made for approaches to the assessment of new entries on the List. The appendix includes a summary of interview topics & responses.

Book excerpt: Environment Canada has revised its guidance manual for ecological risk assessments of priority substances under the Canadian Environmental Protection Act. This paper briefly summarizes the guidance provided on: problem formulation; data collection and generation; analysis of entry, exposure and effects; and risk characterization. The purpose of this paper is to discuss some of the difficult issues common to all programs conducting ecological risk assessments of substances, and to describe the approaches we have taken. Example issues include: (1) how should low toxic effects be determined, (2) how should risks be quantified, and (3) how can the ecological consequences of exposures to substances be determined? Finally, comments are provided on the process followed during the preparation of the revised manual. These comments are provided because we believe that the open and transparent process followed was beneficial to the identification and resolution of these and other difficult issues.

Among these substances, 1550 remain to be addressed under the Chemicals Management Plan (CMP). From this group, 14 substances were identified as priorities for assessment as they met categorization criteria under subsection 73(1) of the Canadian Environmental Protection Act, 1999 (CEPA), and they are being evaluated through a hazard-based approach, as detailed in this Science Approach Document (SciAD). The purpose of this SciAD is to provide stakeholders and the public with the opportunity to review and comment on this approach and the results of its application to 14 priority substances prior to publication of screening assessments under section 74 of the CEPA.
