The Gosseius (a well known sect) go armed, and in bodies under leaders, and often en force that charity which others so licit. All' the tribes of the Soodra caste are to be found in Malwa, where they are distinguished, as elsewhere, according to their occupations. Every one of these classes has its Bhat or hard, who preserves its genealogy, and gratifies their vanity with tales of their ancestors. The corporation commission, the church, Ireland, are of the latter class; Negro emancipation and the East India Bill are of the former. Of all these measures, the last-named claims most prominently the solicitude of government. The bold and sweeping nature of the plan, admitted to be framed in deference to the voice of the nation; the imperfect mode in which its outline was filled up; the scope which it has already afforded to arbitrary interference with the machine of Indian government, and the prospect of similar interference, unless barriers are provided by Parliament or by the moderation and forbearance of the superior authorities, render it highly expedient that a different ministry from the authors of the measure should be entrusted with the superintendence of its administration.
