Europe has become China’s largest export destination. For the E.U., China has become its second largest trading partner and its most important source of imports. Cooperation on the basis of complementarity is rather easy. Cooperation in the competition for access to, and share in, non-renewable stocks of oil and gas is more challenging. This book studies a series of bilateral energy relations (Part One) in a global-level, geo-political framework. Policy outcomes in bilateral relations are impacted by multi-lateral networks. Part Two surveys the quest for renewable energy, which is the core of supply security. China has created the largest solar panel production facility. It is capable of producing light-weight magnets used in, among others, wind-power generators and hybrid car engines. This year China is expected to overtake the U.S. as the largest producer of wind turbines. China’s step-by-step reduction of the gap in wealth and power with countries that overran it in the past has so far been remarkably peaceful. Book excerpt: For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

Common wisdom holds that the earth's dwindling natural resources and increasing environmental degradation will inevitably lead to inter-state conflict, and possibly even set off “resource wars.” Many scholars and policymakers have considered the environmental roots of violent conflict and instability, but little attention has been paid to the idea that scarcity and degradation may actually play a role in fostering inter-state cooperation. Beyond Resource Wars fills this gap, offering a different perspective on the links between environmental problems and inter-state conflict. Although the contributors do not deny that resource scarcity and environmental degradation may become sources of contention, they argue that these conditions also provide the impetus for cooperation, coordination, and negotiation between states. The book examines aspects of environmental conflict and cooperation in detail, across a number of natural resources and issues including oil, water, climate change, ocean pollution, and biodiversity conservation. The contributors argue that increasing scarcity and degradation generally induce cooperation across states, but when conditions worsen (and a problem becomes too costly or a resource becomes too scarce), cooperation becomes more difficult. Similarly, low levels of scarcity may discourage cooperation because problems seem less urgent. Energy security politics has direct impact on the continued survival of human life as we know it, and the earth cannot survive if we continue consuming fossil energy at current rates. The low carbon transition is simply not happening fast enough, and change is unlikely without a radical change in how we approach energy security. But thinking on energy security has failed to keep up with these changing realities. Energy security is primarily considered to be about the availability of reliable and affordable energy supplies - having enough energy - and it remains closely linked to national security. The Energy Security Paradox looks at contemporary energy security politics in the United States and China: the top two energy consumers and producers. Based on in-depth empirical analysis, it demonstrates that current energy security practices actually lead to a security paradox: they produce insecurity. To illustrate this, it develops the 'energy security paradox' as a framework for understanding the interconnected insecurities produced by current practices. However, it also goes beyond this, examining resistance to current practices to highlight that we not only can do energy security differently: this is already happening. In the process, the volume demonstrates that the value of security depends on the context. Based on this, The Energy Security Paradox proposes a radical reconsideration of how we approach and practice energy security.
