Now they celebrate the “victory”—a key foundation of China’s rising nationalism. For most of its history, the People’s Republic of China discouraged public discussion of the war against Japan. It was an experience of victimization—and one that saw Mao Zedong and Chiang Kai-shek fighting for the same goals. But now, as China grows more powerful, the meaning of the war is changing. Rana Mitter argues that China’s reassessment of the war years is central to its newfound confidence abroad and to mounting nationalism at home. China’s Good War begins with the academics who shepherded the once-taboo subject into wider discourse. Encouraged by reforms under Deng Xiaoping, they researched the Guomindang war effort, collaboration with the Japanese, and China’s role in forming the post-1945 global order. The issue is not just that the Chinese fought for such a long time—from the Marco Polo Bridge Incident of July 1937 until the close of the Korean War in 1953—across such vast territory. As Hans van de Ven explains, the greatest puzzles lie in understanding China’s simultaneous external and internal wars. Much is at stake, politically, in how this story is told. Today in its official history and public commemorations, the People’s Republic asserts Chinese unity against Japan during World War II. But this overwrites the era’s stark divisions between Communists and Nationalists, increasingly erasing the civil war from memory. Van de Ven argues that the war with Japan, the civil war, and its aftermath were in fact of a piece—a singular process of conflict and political change. Reintegrating the Communist uprising with the Sino-Japanese War, he shows how the Communists took advantage of wartime to increase their appeal, how fissures between the Nationalists and Communists affected anti-Japanese resistance, and how the fractious coalition fostered conditions for revolution. In the process, the Chinese invented an influential paradigm of war, wherein the Clausewitzian model of total war between well-defined interstate enemies gave way to murky campaigns of national liberation involving diverse domestic and outside belligerents. This history disappears when the realities of China’s mid-century conflicts are stripped from public view. China at War recovers them.

Book excerpt: The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.

Scholars, journalists, bloggers, and politicians in many countries, notably China, have embraced this beguiling metaphor, coined by Harvard political science professor Graham Allison, as a framework for examining the likelihood of a Sino-American war. This case study examines the Thucydides Trap metaphor and the response it has elicited. Hewing closely to what the historian of the Peloponnesian War actually says about the causes and inevitability of war, it argues that, while Thucydides' text does not support Allison's normative assertion about the "inevitable" result of an encounter between "rising" and "ruling" powers, the History of the Peloponnesian War (hereafter, History) does identify elements of leadership and political dynamic that bear directly on whether a clash of interests between two states is resolved through peaceful means or escalates to war. It is precisely because war typically begins with a considered decision by a national command authority to reject other options and mobilize for conflict (and thus always entails an element of choice) that insight from Thucydides' History remains relevant and beneficial for the contemporary strategist, or citizen, concerned in such decisions.Accordingly, this case study concludes that the Thucydides Trap, as conceived and presented by Graham Allison, draws welcome attention both to Thucydides and to the pitfalls of great power competition, but fails as a heuristic device or predictive tool in the analysis of contemporary events. Allison's metaphor offers, at best, a potentially misleading over-simplification of Thucydides' nuanced and problematic account of the origins of the epochal conflict that defined his age. Moreover, it overlooks actual insights from the History that can help political decisionmakers-including, but not limited to, those of the United States and China-either avoid war or, if ignored, pose genuine policy "traps" that can make an avoidable war more likely, and a necessary war more costly.
