Book excerpt: The purpose of this document is to provide the Army with a Tactical Wheeled Vehicle (TWV) Strategy that synchronizes the plans and actions of all Army agencies involved in TWV requirements, procurement, integration, sustainment, and management. This strategy describes the ends, ways and means to achieve an effective and affordable TWV capability for the Army. The following four fleets comprise the Army's TWVs: Light, Medium, Heavy and Mine Resistant Ambush Protected (MRAP); Armored Security Vehicle and Stryker are not included. The strategy covers the time period of the present through Fiscal Year (FY) 2025 and supersedes the Army 2009 TWV Investment Strategy. This Strategy will inform the requirements process, TWV Acquisition Strategy, Fleet Management Plan (to be published), and the development of the Army Program Objective Memorandum (POM).

The scope of the TWV Acquisition Strategy and this report includes the Light, Medium and Heavy TWV Fleets. It also includes the integration of the MRAP's into the force structure and the Joint Light Tactical Vehicle (JLTV) into the Light TWV Fleet. This report and the TWV Acquisition Strategy do not include the Armored Security Vehicle, Stryker or any other wheeled vehicle in the Army inventory.

Book excerpt: The Army, which has over 250,000 TWVs, generally categorizes the vehicles as heavy, medium, and light. Heavy TWVs represent about 10 percent of the Army's TWV fleet and include vehicles like the Heavy Equipment Transporter System, which is used to transport main battle tanks and other heavy equipment. Medium TWVs represent about 40 percent of the Army's TWV fleet and include vehicles for hauling cargo and for launch and support platforms? weapon systems such as the High- Mobility Artillery Rocket System. Light TWVs represent about 50 percent of the Army's TWV fleet and currently consist of the HMMWV family of vehicles, which began production in 1983. The Army's HMMWV program also provides vehicles to satisfy Marine Corps and Air Force requirements. The HMMWV has gone through various upgrades during its nearly 30-year history and has served as DOD's primary wheeled vehicle for shelter carriers, command and control systems, light cargo and troop carriers, weapons carriers, and ambulances. This report addresses issues related to light tactical vehicles and the M-ATV. The M-ATV is not considered a light vehicle by its weight, but it is being used for functions typically done by light tactical vehicles. In February 2005, Marine Corps combatant commanders identified an urgent operational need for armored tactical vehicles to increase crew protection and mobility of Marines operating in hazardous fire areas against improvised explosive devices, rocket-propelled grenades, and small arms fire. In response, the Marine Corps identified the solution as the up-armored HMMWV. Over the next 18 months, however, combatant commanders continued to call for more robust mine-protected vehicles. The solution to the requirement was the MRAP family of vehicles.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis addresses the problem of optimizing the U.S. Army's Light Tactical Wheeled Vehicle (LTWV) fleet over the next 15 years. To achieve these ends we created a multiple objective decision analysis (MODA) model which assigns a value to each vehicle in the LTWV fleet, as well as a linear program (LP) which allows decision makers to find feasible modernization strategies for the LTWV fleet subject to multiple constraints such as budget and operational readiness. The MODA assigns a value to every individual vehicle variant depending upon its measures of performance in several categories. Those values are used by the LTWV LP to prescribe solutions for decision makers. We implemented the LTWV LP using notional data and ran initial analyses to demonstrate the program's validity. Possible analyses include varying any of the LTWV LP inputs, such as operational, budgetary, and age requirements, as well as procurement availability bounds. The project serves as a conceptual framework for future refinement of the decision tool requested by the U.S. Tank-Automotive and Armaments Command (TACOM).

Book excerpt: The analysis referenced in this report was an extension of the Tactical Wheeled Vehicle Fleet Study Phase 1 conducted in March-October 1980. The analysis investigated the impact of changes made in the U.S. Army's tactical wheeled vehicle fleet in terms of aircraft requirements needed to move U.S. Army units. The Military Traffic Management Command (MTMC) Air Scheduling and Loading Model (ASLM) was used to calculate aircraft sorties required to move a type Infantry Division, a Mechanized Infantry Division, an Airmobile Division, an Airborne Division, and a Corps Support Force closely tailored to the Airborne D Package. Aircraft sorties were calculated for each unit tailored to each of alternatives 1, 2, and 9 of the Tactical Wheeled Vehicle Fleet Study. A comparison was then made of sorties required to move the alternative 2 and 9 tailored forces against sorties required to move the corresponding alternative 1 (base case) tailored force. The calculated number of aircraft sorties required for a strategic/intertheater deployment of the type units referenced in this analysis ranged from a low of 771 aircraft (691 C141B and 80 C5A) for the alternative 1 configured Airmobile Division to a high of 1491 aircraft (999 C141B and 492 C5A) for the alternative 9 configured Mechanized Infantry Division. In a strategic/intertheater air deployment, the impact of alternative 2 compared to alternative 1 ranged from a 1.4 percent increase in total aircraft for the Airmobile Division to a 4.3 percent increase in total aircraft for the Airborne Division. In a similar comparison between alternative 9 and alternative 1, the impact ranged from a 3.6 percent increase for the Airmobile Division to a 7.7 percent increase for the Infantry Division.

TWVs primarily transport cargo and personnel in the field and include the High Mobility Multi-purpose Wheeled and Mine Resistant Ambush Protected vehicles. The U.S. TWV industrial base, which includes manufacturers and suppliers of major subsystems, increased production to meet DOD's wartime requirements. That base now faces uncertainties as DOD's budget declines and operational requirements for these vehicles decrease. In addition to sales to DOD, U.S. manufacturers sell vehicles to foreign governments. The Senate Armed Services Committee Report on a bill for the National Defense Authorization Act for Fiscal Year 2012 directed GAO to (1) describe the composition of the U.S. TWV industrial base, (2) determine how many U.S. manufactured TWVs were purchased by foreign governments from fiscal years 2007 through 2011, and (3) identify factors perceived as affecting foreign governments' decisions to purchase these vehicles. GAO analyzed data from DOD on U.S. and foreign government TWV purchases, as well as sales data from the four primary U.S. TWV manufacturers. GAO also collected data from five foreign governments, including those that did and did not purchase U.S. TWVs. "
