At the request of TRADOC, Deputy Chief of Staff for Doctrine (DCSDOC), RAND Arroyo Center initiated this project about halfway into FY97. The overall intent of the effort was to provide force-on-force simulation-based analytic support to the AAN initiative and support the series of wargames. The effort involves the use of high-resolution constructive simulation to explore both operational concepts and technology options for the light battle force concept associated with the AAN initiative. One of the key capabilities required of the light battle force is an ability to hide and wait for the right opportunity and then create a virtual ambush, resulting in a shock or disintegration of the enemy. Book excerpt: This report summarizes the research findings of a short-time-frame study conducted by RAND Arroyo Center to support the Army Science Board (ASB) Summer Study 2000 "Technical and Tactical Opportunities for Revolutionary Advances in Rapidly Deployable Joint Ground Forces in the 2015-2020 Era. The purpose of the RAND research was to explore a range of advanced technologies for potential contribution to the Future Combat Systems program; it is intended to be a think piece and is not a guide to the contractors charged with designing the Future Combat Systems. This research represents only one part of the ASB study, focusing specifically on force effectiveness in a notional small-scale contingency and on the associated spectrum of challenges that such a situation might entail. In conducting the study, the research team interacted with various members of the ASB, drawing extensively on their forward-looking ideas and ultimately integrating many of them into the research. High-resolution combat modeling and simulation was used to assess many key aspects of force performance, environmental factors, and system-of-systems interactions within the context of the scenario. This work should be of interest to defense policymakers, military technologists, and concept developers.

Book excerpt: This paper conducts a survey of future guidance, evolving concepts, and promising technologies and provides recommendations concerning a few of these technologies for the Army After Next 2020 time frame. Major survey documents include: Quadrennial Defense Review, Report of the National Defense Panel Joint Vision 2010, Army Vision 2010, Army After Next Study Program; and the Department of Defense and Army Science and Technology Plans. Following the broad survey, the paper highlights two technologies with the potential to provide leap-ahead capabilities during the AAN time frame. The two technologies are: (1) the use of computer simulations to enhance tactical decision-making (planning, preparation, and execution) and (2) a Future Combat System equipped with an Electromagnetic Gun. A short section of the paper presents. from an outsider's perspective, several observations concerning evolving Army After Next operational concepts. Based on these observations, the paper recommends continued research and efforts to identify alternative Army After Next operational concepts. Additionally, the paper recommends a thorough review of assumptions concerning the potential effectiveness of Active Protection Systems. This is a very important issue because the front running Army After Next operational concept - air-mechanization - relies heavily on Active Protection Systems to provide survivability to a new class of 15-ton fighting systems.
