The overall intent of the effort was to provide force-on-force simulation-based analytic support to the AAN initiative and support the series of wargames. The effort involves the use of high-resolution constructive simulation to explore both operational concepts and technology options for the light battle force concept associated with the AAN initiative. One of the key capabilities required of the light battle force is an ability to hide and wait for the right opportunity and then create a virtual ambush, resulting in a shock or disintegration of the enemy. Book excerpt: A small band of "RMA" analysts has emerged in the military and Department of Defense, in the academic strategic studies community, and in defense-related think-tanks and consulting firms. To these analysts, the Gulf War provided a vision of a potential revolution in military affairs (RMA) in which Information Age technology would be combined with appropriate doctrine and training to allow a small but very advanced U.S. military to protect national interests with unprecedented efficiency. The authors examine the open-source literature on the RMA that has resulted. They find that much of it has concentrated on defining and describing military revolutions and that, despite the efforts of some of the finest minds in the defense analytical community, it has not offered either comprehensive basic theories or broad policy choices and implications. The authors believe that in order to master a RMA rather than be dragged along by it, Americans must debate its theoretical underpinnings, strategic implications, core assumptions, and normative choices. As a step in that direction they provide a set of hypotheses regarding the configuration and process of revolutions in military affairs, and examine some of their potential policy implications.

In Winning the Next War, Stephen Peter Rosen argues that armies and navies are not forever doomed to "fight the last war." Rather, they are able to respond to shifts in the international strategic situation. He also discusses the changing relationship between the civilian innovator and the military bureaucrat. In peacetime, Rosen finds, innovation has been the product of analysis and the politics of military promotion, in a process that has slowly but successfully built military capabilities critical to American military success. In wartime, by contrast, innovation has been constrained by the fog of war and the urgency of combat needs. Rosen draws his principal evidence from U.S. military policy between 1905 and 1960, though he also discusses the British army's experience with the battle tank during World War I.

Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.
