Book excerpt: Confidence-Building Measures (CBMs) - often seen as the fastest growing sector on the post-Cold War diplomatic agenda - are increasingly viewed by the international community as useful instruments for addressing a range of security and diplomatic issues. Rethinking Confidence-Building Measures warns against an uncritical pursuit of CBMs, arguing that the idea has been oversold. The author asserts that obstacles to meaningful agreements are much more important than usually acknowledged, and the political and military ramifications have been generally ignored. She concludes that the same effort, painstaking negotiation, and possibilities for failure are inherent in CBMs as in the wide array of other potential solutions for managing interstate security relations, but with far fewer substantial results.

Available in PDF, EPUB and Kindle. Book excerpt: Naval forces have not been the subject of any conventional force reduction negotiations since the period between World War I and World War II. Naval arms control includes: numerical or structural limitations (hulls, weapons, bases, etc.); operational constraints (exclusion zones, size and duration of exercises, distance from coasts, etc.); and confidence building measures (notification, observers, signaling intentions, etc.). One aspect of naval arms control that has met with some success has been the development of Confidence-Building Measures at Sea. The 1972 U.S.-USSR INCSEA Agreement has been successful for 18 years in ameliorating one potential area of superpower tension. Two other U.S.-USSR agreements, containing confidence-building measures, that have built upon the experience of INCSEA are the Dangerous Military Activities Agreement and the Nuclear Risk Reduction Centers Agreement. Eight bilateral INCSEA agreements have been signed between the Soviet Union and individual NATO nations. Confidence-and-Security-Building Measures (CSBMs) are the subject of the 34 nation CSCE conference in Vienna, Austria; CSCE agreement at the Stockholm conference in 1987 led to inclusion in the CSBM regime of naval exercises functionally linked to the shore. Development of enhanced Confidence-Building Measures appears to offer the best prospect for reducing residual U.S.-Soviet confrontations and tensions at sea. Such Confidence-Building Measures, in conjunction with force reductions, lessening of the Soviet threat and curtailment of operations due to fiscal pressures, might make further numerical or structural reductions and operational constraints unnecessary.

In this paper the author examines the current negotiating effort, with particular emphasis on its implications for European security. He provides an up-to-date analysis of the superpower discussions on nuclear arms control, including the impact of ‘star wars’, and also of the talks at Vienna on conventional force reductions and at Stockholm on confidence-building measures. He notes a shift in emphasis from ‘parity’ to ‘transparency’ in Western proposals, and questions whether this promises greater results than were achieved from earlier approaches. He also warns of the risks of arms control arrangements obstructing possibilities for reforming the European security system.

It now deals with issues affecting all nations and not just the super powers. A new framework for approaching non-proliferation of weapons of mass destruction and arms control could focus on a two-fold policy initiative. The first policy would be a new strategic "triad" built around conventional capability including rapidly deployable forces, regional ballistic missile defense, and long-range precision-strike capability. The second policy would employ an information strategy using the current diplomatic initiatives that appear to be the most productive, or unilateral and multilateral export controls, military assistance in the form of infrastructure, and confidence building measures. Continued success in arms control requires abandoning Cold War policies. Emerging policies will need to appreciate different world views. Good intelligence will be a key factor in the success of any policy orientation and its implementation. The focus needs to change from arms control involving the superpowers to arms control involving everyone.
