The only parallel is to be found in the cantons of Switz erland, the Switzerland of our own day, for until 1815, if one ought not rather to say until 1848, Switzerland was not so much a nation or a state as a league of neighbour commonwealths. But Europe, and partien larly England, so persistently ignores the history of Switzerland, that most instructive patent museum of politics, apparently only because she is a small country, and because people go there to see lakes and to climb mountains, that I should perplex instead of enlightening the reader by attempting to illustrate American from Swiss phenomena. Let me attempt to sketch the American States as separate political entities, forgetting for the moment that they are also parts of a Federation. I have accordingly omitted from the present volume most of the chapters or paragraphs which do not bear directly upon the Constitution and government of the United States or of the several States of the Union, as well as all the discussions of technical points of law, together with such observations on political questions or the attitude of political parties as seem out of place in a treatise of an educational character. Every thing likely to be serviceable for the purposes of instruction has been retained. The corrections made in the last revised edition of the complete work have been inserted, and some others added, in order to bring the statements of fact (so far as possible) up to date. In the task of selecting the parts to be retained, I have received most valuable assistance from my friend, Mr. Jesse Macy, Professor of Political Science in Iowa College, whose mastery of that subject, and long experience in teaching it, make him a specially competent judge of the comparative educational value, and comparative difficulty to a beginner, of the various parts of the book. W. F. Quillian: To the Board of Trustees of Emory College. Desiring to promote the cause of Christian education and to advance the theological literature of Methodism, and believing that I can most effectively do this by laying the foundation of a lectureship at the college of my Church, located at Oxford, Ga., I give to Emory College fifty shares of $10 each, of the capital stock of the "Country Bank Stock Security Company" (estimated to be worth $550, the amount I paid for same), to be held or sold and reinvested by the Board of Trustees, for the purpose of founding a lectureship on the following conditions and plan: 1. This sum, together with any other amounts which may be given by myself or others for this purpose, shall be safely invested, and the interest added to the principal until the sum of $3,000 shall have been reached. But one course of the lectures may be provided for at an earlier date by special donation, provided no part of the principal of this fund shall be thus used. 2. Thereafter the interest, together with any appropriations made to this fund from other sources, shall be used for the maintenance of a lectureship in Emory College.
