The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

Book excerpt: When President Clinton committed U.S. ground forces to peace support operations in the Balkans, the U.S. Army was irrevocably changed. As part of the NATO-led Implementation Force (IFOR), the Army played a vital role in helping to end the Bosnian civil war. For the Army, this was a seminal step in the transition from a tight focus on conventional warfighting to more wide-ranging support of U.S. National Security Strategy. The importance of this cannot be overestimated: the Army's successes in the Balkans have been as impressive as its combat victories in the Gulf War. Today, though, the Army's role in the Balkans continues to evolve, driven both by conditions in that region and by shifts in American strategy. 2001 is likely to be a watershed year. With the change of presidents, the reshuffling of Congress, and the ongoing Quadrennial Defense Review, U.S. strategy in the Balkans may undergo significant change. In August 2000, Vice President-elect Dick Cheney said that it was time to consider recalling American ground troops from Kosovo and Bosnia.1 Condolezza Rice, one of President-elect Bush's primary national security advisers, amplified this in October, calling for a "new division of labor" in which European nations alone provide the troops for peacekeeping in their region. And, Secretary of State-designate Colin Powell indicated that, "Our plan is to undertake a review right after the President is inaugurated, and take a look not only at our deployments in Bosnia, but in Kosovo and many other places around the world, and make sure those deployments are proper." It remains to be seen whether or how soon this will happen, but one thing is clear: the time is ripe for a rigorous assessment of the role of the U.S. Army in the Balkans, and of the effect the Balkans have had on the U.S. Army. As the new president refines his national security strategy and approach to the Balkans, the Army, which has the highest stake of all the Services in this process, should do four things. First, it should make the case for continued engagement in the Balkans, explaining to national political leaders that the American objectives remain valid and engagement of the U.S. military is the best way to assure that these are attained. Second, it should explore ways to be even more effective and efficient in the Balkans should the new administration opt for continued engagement. Third, should the new administration decide to disengage from the Balkans, the Army should begin to analyze ways that this can be done with minimum risk to U.S. national interests in Europe. And fourth, should national political leaders decide to make involvement in protracted peace operations an enduring mission for the U.S. military, the Army should continue to assess the wider strategic lessons drawn from its experience in the Balkans. This study is intended to provide analysis and recommendations to Army leaders on these four topics.

That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

The special operations supporting the Yugoslavian partisans fighting the forces of Nazism in the Balkans required particular dedication and expertise. Balkan flying conditions demanded the best of flying skills, and the tenacious German defenses in that troubled region complicated this challenge even further. In this study, Professor William Leary examines what might fairly be considered one of the most important early experiences in the history of Air Force special operations. It is ironic that, 50 years after these activities, the Air Force today is heavily involved in Balkan operations, including night air drops of supplies. But this time, the supplies are for humanitarian relief, not war. The airlifters committed to relieving misery in that part of the world follow in the wake of their predecessors who, 50 years ago, flew the night skies with courage and skill to help bring an end to Nazi tyranny.

The Ottoman Army is frequently depicted as a mob of poorly clad, faceless Turks inept in their attempts to fight a modern war. Yet by 1912, the Ottoman Army, which was constructed on the German model, was in many ways more advanced than certain European armies.
