The first deals with the scope and aspirations of the movement and tells the aims of those who are conducting the different types of junior colleges. The second, which is entitled The Educational Functions of the Junior Colleges, describes the actual workings and the student population of the junior colleges. The third part deals in a comprehensive way with the forces within the higher educational system which have operated to produce this kind of institution. The fourth part shows by refer ence to historical facts and present-day prac tices that there is a very pronounced over lapping between the high school and the col lege. Part five is a general summary which brings together all the indications which can be drawn from the facts reported in the earlier divisions of the report regarding the probable course which the junior college movement will follow. The descriptive parts of Professor Koos' report make it clear that the junior college is a natural outgrowth of the expanding Amer ican educational system. In the northern and western states it is taking the form of an upward extension of the high school. It is appearing in the large centers of population where the demand is strong for ampler pub licly supported educational opportunities with out the necessity ou the part of students of leaving their homes. In some other parts of the United States, especially in the South, the junior college represents the ambition of the people for higher education even where they cannot afford a full four-year college course.
