Second, a systematic comparison is carried out of the status quo role ('one member, one vote') with respect to the voting power of the ECB Executive Board and to the representativeness of European monetary policy, along with the potential for its re-nationalisation.

The report singles out i) the introduction of incentive-based network regulation and ii) the careful design of principal elements of the wholesale market, i.e. trade of electricity and gas for resale ("wholesale market design and rules"). Moreover, the internal market needs to be buttressed with the consistent application of competition rules across member states to avoid the creation of national champions. The report also argues that a functioning electricity and gas market depends on market-compatible solutions to security of supply and environmental issues and a rethinking of "executive agencies", whose use to date is inhibited by the Meroni doctrine.

Obviously, the application of these concepts to political institutions, more specifically, to the analysis of the European Union and, as it seems, the election of the President of the United States is getting more and more popular. There are, however, also new theoretical instruments and perspectives that support these applications: First of all, the probabilistic model of coalition formation has to be mentioned which is made operational by the multilinear extension of the characteristic function form of coalition games. This instrument triggered off a reinterpretation of existing power indices and the formulation of new indices. This development is accompanied by an intensive discussion of the concept of power in general - what do we measure when we apply power measures? - and the properties that an adequate measure of power has to satisfy. Various concepts of monotonicity were proposed as litmus test. The discussion shows that the underlying theories of coalition formation play a decisive role. New results will be discussed in this volume. Its contributions put flesh and blood on the theoretical innovations and their applications that led to a growing interest in power indices and coalition formation.

The global financial crisis has resulted in many changes for central banks, including renewed power in financial supervision and reduced restrictions in their implementation of monetary policies. This book argues that central banks play a key role in financial systems, presenting the European Central Bank as a specific example of an institution that uses its uniquely independent position and wide margins of discretion to provide an array of important functions. It illustrates how central banks promote the security and efficiency of payment systems, pursue price stability, and accommodate the optimal utilization of the resources, labour and capital available to an economy. Stabilising Capitalism demonstrates how these institutions also aid in dealing with the risk of financial collapse and permit the continuity of public expenditure when the government is unable to place securities in the bond market.
