The first question is: Is it feasible to use airborne forces to penetrate enemy airspace and to conduct a vertical envelopment to effect deep operational maneuver? If it is feasible, what are the employment options available for the use of such an airborne force in the conduct of a modern military campaign? To examine these questions, the paper begins with some definitions to provide a common frame of reference. The use of airborne forces in World War II is next examined to determine if the use of airborne forces to effect deep operational maneuver is historically feasible. Next, the contemporary threat is discussed as it is relevant to the employment of airborne forces in a modern context. Next, the feasibility of the use of airborne forces with some limitations to conduct deep operational maneuver is established in the context of the maneuver, firepower, and protection aspects of the combat power model. Next, the theory of deep operations and the use of airborne forces to conduct these kinds of deep maneuvers is examined in the theories of Clausewitz, Jomini, Tukhachevskiy, Triandafillov, and Simpkin. Next, six employment options for the use of airborne forces to conduct deep operations in a modern context are deduced. They are: (1) an airborne force can be used to create a second front within a theater of operations; (2) an airborne force can be used to operationally contain an enemy force targeted for destruction within a theater of operations; (3) an airborne force can be used to seize a “bridgehead”...; (4) an airborne force can conduct coups de main against high value targets within a theater of operations; (5) an airborne force can conduct light operations in a theater of operations to disrupt and disorganize the enemy’s rear facilities and networks and have a cumulative operational impact; and (6) an airborne force can conduct expeditionary operations to achieve political, strategic, and operational aims

Book excerpt: On 16 December 1944, the German Army launched an offensive in the Ardennes to split Allied forces and retake the ports of Antwerp and Liege. The German advance split the XII Army forces and left the 101st Airborne Division surrounded at Bastogne. To relieve the encircled units in the Ardennes and defeat the German offensive, Third Army conducted an impressive counterattack into the flank of the Germans. The flexibility to turn ninety degrees during the worst winter in thirty-eight years and relieve the encircled forces stands out as one of the greatest operational maneuvers in history. While this operation is unique, the actions of the commander and staff that planned and executed it deserve closer analysis to determine what enabled them to orchestrate this maneuver. It is especially remarkable, when taken in context, how rapidly the Army changed during the previous four years. The US Army anticipating eventual war in Europe began a transformation which included drastic changes in force structure and doctrine. The primary transformation in doctrine was the revision of Field Service Regulation 100-5. The 1941 edition of 100-5 superseded a tentative version published in 1939 which was the first major revision of warfighting doctrine since 1923. It was with this manual that the Army went to war. It was also the manual used to train and teach new and reserve officers who had little experience in the study and practice of war. How important and to what extent did Patton’s Third Army apply the doctrine in conducting the Battle of the Bulge? Particularly relevant to serving officers today is to analyze the operations of Third Army in terms of doctrine that existed in 1944 and today’s current doctrine. An examination of similarities and differences between the doctrines may allow development of possible conclusions on the ability of future forces to conduct decisive maneuver in compressed time and space.

At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post-Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. This executive summary contains an abbreviated discussion of four of the cases examined: Iraq (1991), Kosovo (1999), Afghanistan (2001), and Iraq (2003). It also incorporates modest changes from the larger monograph, based on suggestions made to the author since its publication.

The School of Advanced Military Studies (SAMS) is one of the parts of the U.S. Army Command and General Staff College (CGSC). Most SAMS students complete the regular CGSC course, then stay for a second academic year. They write either one or two monographs (depending on the requirement at the time) and are awarded a Master of Military Art and Science (MMAS) graduate degree. Most go on to planning jobs in field units. This collection contains all the publicly releasable monographs produced since the program began in 1986. SAMS monographs typically address historical events, current operational issues, or new organizational concepts.

Despite the theoretical capability of airborne forces to achieve surprise, psychological shock, physical momentum, and moral dominance enabling friendly forces to attain decisive operational success, the author believes the U.S Army has limited its vision on employment of airborne forces to the tactical and strategic levels. The study examines historical small-scale airborne operations and relates ideas developed from these examples to type missions that airborne forces may be called upon to execute in the 1980's such as airborne drops behind enemy lines to seize key terrain such as a river crossing site or mountain pass, drops to tie up enemy reserves to enable amphibious operations or large river crossings to succeed, or vertical envelopments of key points of an enemy defensive belt. There are numerous historical examples in which brigade-sized or smaller airborne forces were employed in the true spirit of maneuver warfare in combination with other ground forces. Such is the focus of AirLandBattle21. A basic assumption in this study is that, during major combat operations, a relevant number of Brigade Combat Teams (BCTs) will conduct distributed operations in a non-linear, non-contiguous and geographically separated fashion. The study introduces a flexible counter-air framework that allows for the most efficient use of limited air assets and advocates only the necessary levels of air control in different areas across the theatre. The study also offers alternative views of strategic attack and explores the critical role tactical airlift will play in employing and sustaining the brigade combat team.
