The tactic lasted only ten years, but the controversy it provoked continues to this day. Criticisms range from the charge that the herbicides did irreparable damage to the Asian environment to the recent "Agent Orange" lawsuits claiming that the chemicals have caused U.S. servicemen and their children physical and mental impairments. While much attention has been given to these claims, little light has been cast on the actual history of the herbicidal operation, code-named RANCH HAND. This book is the history of this unique aviation mission, from its conception to its termination. It describes how the operation dispensed over 11 million gallons of chemicals over Southeast Asian jungles and croplands while flying unarmed, obsolescent aircraft at tree-top level. Based on the author's own experiences, hundreds of interviews with RANCH HAND veterans, and careful research of declassified primary sources, this book provides a comprehensive and in-depth view of the men who flew the missions and their role in the events in Southeast Asia. Defoliation was directed against enemy strongholds, roadsides, power lines, railroads, and other lines of communication. The objectives were to increase visibility for Forward Air Controller (FAC) and tactical aircraft and to make it more difficult for the enemy to ambush ground forces. Two herbicides were used for. defoliation: Orange, a mixture of 2,4-D and 2,4,5-T chlorophenoxy acids; and White, a mixture of 2,4-D and picloram. Crop destruction was directed at food plots of enemy troops, the objective being to increase their logistics problem. The herbicide used for crop denial missions was Agent Blue, a sodium salt of cacodylic acid. Proposed targets were carefully screened at all echelons. Requests for defoliation and crop destruction were originated by army commanders at or below the province level. The request, when approved by the Province Chief, was sent to the Vietnamese Joint General Staff (JGS). With their approval, it went to Military Assistance Command, Vietnam (MACV) which reviewed specific target areas and operational requirements. A coordination meeting was then held at the province where the final plan was agreed upon. Following this, an operations order was published by the JGS and an execution order issued by MACV. It required approximately six months from the time the request for defoliation was first submitted until the final plan was agreed upon by all levels of command. A second mission of the Ranch was that of conducting airlift operations as directed by higher authority. This was accomplished by removing the spray tanks and spray booms from the aircraft and installing the conveyors and other essential equipment for airlift operations. The conversion, when required, was accomplished in less than 24 hours.

Birth defects and neonatal deaths were reported by Ranch Hand and Comparison veterans at the baseline physical examination in the Air Force Health Study. At the time this report was prepared, negative responses to the birth defect and neonatal questions had not been completed. The change in the odds ratio relating birth defects and exposure group from before the father's service in Southeast Asia (odds ratio=0.73) to after the father's service in Southeast Asia (odds ratio=l.46) was statistically significant (p=0.024). The odds ratio relating neonatal death and exposure group also changed significantly (p=0.04) from before the father's service in Southeast Asia (odds ratio=l.00) to after the father's service in Southeast Asia (odds ratio=9.85).

With the opening and establishment of normal relations between the United States and the Socialist Republic of Vietnam in 1995, the time has come for a thorough re-examination of the military use of Agent Orange and other "tactical herbicides" in Southern Vietnam, and the subsequent actions that have been taking place since their use in Vietnam. The United States Department of Defense has had the major role in all military operations involving the use of tactical herbicides, including that of Agent Orange. This included the Department's purchase, shipment and tactical use of herbicides in Vietnam, its role in the disposition of Agent Orange after Vietnam, its role in conducting long-term epidemiological investigations of the men of Operation RANCH HAND, and its sponsorship of ecological and environmental fate studies. This book was commissioned by The Office of the Deputy Under Secretary of Defense (Installations and Environment) with the intent of providing documentation of the knowledge on the history, use, disposition and environmental fate of Agent Orange and its associated dioxin.
